The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Transport & Mobility Sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

All interested individuals are requested to carefully examine the proposed standards and submit their feedback, comments, and suggestions on the MyGov platform, ensuring that personal details are entered accurately during registration.

Special preference should be given to disabled, elderly people, women.. 1. Buses - There should be more electrical vehicles so as to avoid air pollution...apart from that special entry and exit gate for disabled people....In every bus there should be one first aid kit, water bottle, a small bucket for the people who have vomiting issue to maintain cleanliness and avoid any kind of emergency situation considering health and well being of people Train- There should be proper bookings and more trains should be increased just like mahakumbh mela as population is increasing day by day so that there is no stampede case.... There should be compartment like woman, handicapped, military, general in every train because in emergency situation bookings might not possible so sometimes people travel by train in these compartments. Strict rules should be there for smoking, littering, shouting, damaging any part of bus or train...at least fine or penalty should be there. Thank You So Much

R/Sir, While going through draft document, several references like FMC letter to Railway Board, National building code, Indian Road congress, US ADA standards and sub committee report are noticed. It is therefore difficult to give point wise comments on the draft. While FMC-RB has some details and I have noticed the ramp is without protective edge to prevent accidental slip of wheel chair, and also no hand rails for elderly people to climb the ramp, which need to be considered. However in other references NBC, IRC codes are mentioned and it is not possible to review the documents in such short time for any comments. Earlier too I had noticed only 15 days time for comments on National Rail Plan which ran into more than 1000 pages. I had requested for more time for such drafts. IT is disheartening to note that once again only 15 days time is provided, probably merely to complete the formalities rather than an attempt to get some good suggestions. .

It's great to see such an important step being taken for accessibility. I’d like to share a few suggestions from a common person’s perspective: 1. Ramps should be there in all buildings like schools, colleges, hospitals, etc., and they should not be too steep. Handrails on both sides really help people who use wheelchairs or even elders. 2. Washrooms for people with disabilities should be more common. Sometimes they are locked or used for storage, which should be avoided. 3. Simple things like Braille on elevator buttons, floor signs, or contrasting colors for stairs can make a big difference for visually impaired people. 4. More awareness should also be created among staff in public places so they are sensitive and helpful to those with different needs. This effort can really change lives if done properly. Thank you for giving us a chance to share our thoughts.
