The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Transport & Mobility Sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

While broad, this solution directly impacts accessibility by fundamentally transforming rail operations. My proposal addresses systemic issues of overcrowding, safety hazards, and inefficiencies. Introduce a Universal Mobility Card designed specifically for persons with disabilities, equipped with features such as audio prompts, haptic feedback and customizable accessibility profiles (e.g., ramp preference, visual or hearing support). This smart card should enable seamless, cashless travel across all public and private transport systems including buses, metro, trains and ride-hailing services across India. Such a solution would not only enhance ease of travel but also respect the autonomy and dignity of users, ensuring transport is truly barrier-free in practice not just in infrastructure.
