National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) has released a Discussion Paper titled “Methodological Improvements in Compilation of National Accounts Aggregates Using Production/Income Approach” as part of the ongoing exercise to revise the base year to FY 2022–23.

The paper presents the proposed enhancements in data sources and methodological frameworks for the compilation of National Accounts aggregates in both nominal and real terms, aimed at improving the robustness and relevance of the national accounting system.

Comments and feedback on the Discussion Paper are invited from experts, researchers, government departments, institutions, and other stakeholders. Suggestions may be shared at: ddg1.nad@mospi.gov.in by 10 December 2025.

I am truly pleased to share my thoughts on this important and forward-looking initiative. Given India's expanding digital and structural economy, updating our National Accounts methodology is essential. Production and income remain the backbone of economic measurement, requiring strong, transparent, and updated methods. Methodological improvements are crucial as they enhance data quality, leading to better decision-making, sharper policies, and a more realistic reflection of our economy. This exercise will strengthen transparency and help India align with global statistical standards. Proud to support this vision.

The paper introduces valuable improvements through enhanced administrative data use, annual ASUSE–PLFS integration, and updated agriculture/fisheries ratios. Greater clarity on multiplier assumptions, pension adjustments, and construction-sector input ratios would improve transparency. Overall, the proposed changes strengthen the robustness of the new national accounts series.

Multiply the labour input estimates by the per unit ratios to get output and value added for the activity and size categories.
