The NSO Discussion Paper on methodological improvements in GDP compilation using the Expenditure Approach marks a significant advancement in India’s National Accounts framework. Adoption of FY 2022–23 as the base year, alignment with SNA recommendations, and transition to COICOP 2018 enhance comparability, clarity and analytical usefulness. Increased use of HCES, administrative data, ASI and ASUSE reduces reliance on pure commodity flow and improves PFCE robustness. Reclassification of FCI under the Government sector as social transfer in kind strengthens GFCE estimation. Use of item-level CPI and CPI-IW deflators improves price measurement. Overall, the revisions substantially enhance accuracy, consistency and policy relevance of expenditure-based GDP estimates.

So basically, the NSO under MoSPI has put out a discussion paper where they’re reworking how GDP is calculated from the expenditure side. The idea is to clean up consumption, investment, and trade estimates using newer surveys and admin data, instead of relying on old proxies. It’s part of the shift to the 2022–23 base year and is meant to reduce discrepancies across GDP approaches and bring India closer to global SNA standards. Nothing radical—just a much more data-driven and transparent framework

Key Concepts:
Focus: Measures total spending on final goods and services, avoiding double-counting of intermediate goods.
Relation to Aggregate Demand: Directly mirrors aggregate demand, showing total demand for goods and services in an economy.
Alternative to Income Approach: Contrasts with the income approach (which sums up incomes earned) but aims to measure the same total economic output (GDP) from a different perspective.
