Ministry of Communications had initiated a public consultative process to develop a modern and future-ready legal framework in telecommunication.

With 117 crore subscribers, India is the world’s second largest telecommunication ecosystem. The telecommunication sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunication sector is based on the Indian Telegraph Act, 1885. The nature of telecommunication, its usage and technologies have undergone a massive change since the era of “telegraph”. The world stopped using “telegraph” in 2013.

In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. It is in this context that we have taken up the initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Bill will replace the existing legal framework governing telecommunication in India, comprising of the Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.

In July 2022, a Consultation Paper on ‘Need for a new legal framework governing Telecommunication in India’ was published and comments were invited. Comments have been received from various stakeholders and industry associations.

Based on the consultations and deliberations, the Ministry has now prepared the draft Indian Telecommunication Bill, 2022. To facilitate further consultations, an Explanatory note to provide a brief overview of the Bill has also been prepared.

Citizens are invited to share their comments on the Draft Indian Telecommunication Bill 2022 on the MyGov Platform.

Last date of sending the comments on MyGov platform will be 20th October 2022.

The existing regulatory framework for the telecommunication sector is based on the Telegraph Laws. The nature of telecommunication, its usage, and technologies have undergone a massive change since the era of t“telegraph”. The world stopped using the “telegraph” in 2013. We now live in the era of new technologies such as 4G and 5G, the Internet of Things, Industry 4.0, M2M Communications, Mobile Edge Computing, etc. These technologies are creating newer opportunities for India’s socio-economic growth. Therefore, India needs a legal framework attuned to the realities of the 21st century. In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. These measures include allowing 100% FDI under the automatic route in the telecom sector, delicensing frequency bands, streamlining the process of the Standing Advisory Committee on Radio Frequency bands, etc.

Please consider bringing the telecommunication into the tax regime. Tax evaders could easily be tracked, appropriately.

old telecom technology need maintenance repair, workforce mentality is changed , old 95% staff retired, outsource groups to repaired is bother-less, everybody want salary no output, present status of BSNL telephone , out of order LINE NEVER GET REPAIRED, BILL COMES , no authority to control or complaint, bsnl need technology which do not require maintaince

all the dth operator has to give fixed fees that should be reduced and also same fees need to be add on I dividual apps like zee 5,you tube,Amazon prime so that dth operator can be saved as well. Also there should be some mobile identification system should be there which can be done only using finger print and identity scan as well ,now this will reduce the sim fraud.Also we can check how many sims are issued under one person identity so that he can block illegal sim under his name. Wired broadband and landline should be encouraged by providing less fee and by increasing the mobile fees.

exchange share of In4mation- telecom should be - precise exact & obvious safe secure method actually when thinking of remote ares how can reach up 2 it _if think of futuristic point of view development untill if do temporary way by way of _dron device & can provide in specific time/period possible actually it seems wierd but futuristic idea & even by reuse device can apply in function & another in safe mode thought came2mind that u know human reaction it's up& down or emotions phasese at perticular time can be apply as security code u know time perticular modes of action may it remain 4 few moments time clock system - in phases eg - happy mood _ such as laughing moment at certain time certain period actually this cn be vis a vis vice-versa can be in safe mode in web u know story of 'panchtrant' animal identity of nature eg- cheeta is- timid& speedy or slow as tortoise or sound by different birds pause between moments of action & verious kind of system..
