Ministry of Communications had initiated a public consultative process to develop a modern and future-ready legal framework in telecommunication.

With 117 crore subscribers, India is the world’s second largest telecommunication ecosystem. The telecommunication sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunication sector is based on the Indian Telegraph Act, 1885. The nature of telecommunication, its usage and technologies have undergone a massive change since the era of “telegraph”. The world stopped using “telegraph” in 2013.

In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. It is in this context that we have taken up the initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Bill will replace the existing legal framework governing telecommunication in India, comprising of the Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.

In July 2022, a Consultation Paper on ‘Need for a new legal framework governing Telecommunication in India’ was published and comments were invited. Comments have been received from various stakeholders and industry associations.

Based on the consultations and deliberations, the Ministry has now prepared the draft Indian Telecommunication Bill, 2022. To facilitate further consultations, an Explanatory note to provide a brief overview of the Bill has also been prepared.

Citizens are invited to share their comments on the Draft Indian Telecommunication Bill 2022 on the MyGov Platform.

Last date of sending the comments on MyGov platform will be 20th October 2022.

Profiteering spoils all good intentions. This bill must look into it, companies are mostly for profit, but they extend it to unethical behaviour of causing disturbance to national interest.
Again there are manipulation, interference from agencies not of any , good intentions but anti national, anarchic, perverse, hindrence to flow of right expression, messages, at the very cost of right to expression, it has to be worked out.
It is a fast moving world, where enemies of equality and justice roam with great interlinks, often powered and funded in leagues, spreading rumours especially against our country and its genuine citizens, often misleading the common people, for example the UN news that India is 107 in hunger index, which is unquestionably propagating through petty politicians.
New India should have strong legislation, bills, to curtail such inhuman blunders, to nip them in bud, putting a cost on the perpetrators.
This bill must contain the bad while helping the good enterprises.

हेल्लो सर ,
दूरसंचार 2022 शिकायत निवारण समस्या बहुत कम है, और नेटवर्क कॉस्ट शहरी और ग्रामीण क्षेत्रों में समान है लेकिन शहरी क्षेत्रों में हाई स्पीड इंटरनेट साइट ग्रामीण क्षेत्रों में नहीं है।इसलिए इस सब चीजो पे भी धियान दिया जाये |

इंटरनेट या कंप्यूटर के आगमन से पहले, हमने हाथ से पत्र लिखे और डाकिया के एक के आने का बेसब्री से इंतजार किया। वे महाकाव्य टेलीविजन नाटक धारावाहिकों जैसे बुनियाद और कार्यक्रमों के दिन थे चित्रहार, जब टेलीविजन का मतलब सिर्फ एक राष्ट्रीय चैनल था और जब वीडियो कैसेट रिकॉर्डर अभी भी प्रचलन में थे।और अभी तक भी प्रचलन में ही है वो हमारी पुराणी संस्कृति .

दुरसंचार एक बिकशित देश की रिढ होती है इसलिए इसे जायदा से जायदा सरल और भरोसेमंद होना आवशयक है

Consider data buffering at different places, so that, the channels are optimised. When a data requested from a place, the same can be downloaded partially through dffrnt channels at different cache, and from where it is released to the destination. (So, only Sea-Me-Way cannot complete a communication for eg:)

One citizen one number is a good idea to avoid manipulation. Additional masked numbers may be optional to them. (Even if the number appearing publicly may be the masked ones, original ID will be tied to them) The original number may be connected with the masked ones by a suitable algorithm as a combination. This will prevent many security issues like unauthorised exchanges.
