Ministry of Communications had initiated a public consultative process to develop a modern and future-ready legal framework in telecommunication.

With 117 crore subscribers, India is the world’s second largest telecommunication ecosystem. The telecommunication sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunication sector is based on the Indian Telegraph Act, 1885. The nature of telecommunication, its usage and technologies have undergone a massive change since the era of “telegraph”. The world stopped using “telegraph” in 2013.

In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. It is in this context that we have taken up the initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Bill will replace the existing legal framework governing telecommunication in India, comprising of the Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.

In July 2022, a Consultation Paper on ‘Need for a new legal framework governing Telecommunication in India’ was published and comments were invited. Comments have been received from various stakeholders and industry associations.

Based on the consultations and deliberations, the Ministry has now prepared the draft Indian Telecommunication Bill, 2022. To facilitate further consultations, an Explanatory note to provide a brief overview of the Bill has also been prepared.

Citizens are invited to share their comments on the Draft Indian Telecommunication Bill 2022 on the MyGov Platform.

Last date of sending the comments on MyGov platform will be 20th October 2022.

Power should be given to the information ministery to make a list of habitual and misinformation offenders who maligns indias global image like global hunger index there should be a list of individual and institutions acting on anti india campaign giving false , biased unverified facts it is responsibility of government to counter it with facts and make a list of warning like yellow orange and red to these institute and individuals

माननीय प्रधानमंत्री महोदय, राजस्थान में चलाई जा रही है। शिशुपाल ना योजना में कार्यकर्ताओं को ₹3000 मानदेय दिया जाता है जो उन महिलाओं पर हो रहे आर्थिक अत्याचार है। अर्थात महिलाओं पर हो रहे इस आर्थिक अत्याचार की ओर भी ध्यान दें तथा इनका मानदेय बढ़ाकर इनकी मेहनत के अनुसार इनको मानदेय दिया जाए। आप से निवेदन है आप इस पर ध्यान देंगे।

Sir, so far in my country I have seen that rules r for fools only & rule abiding citizens r the most harrassed subjects in our democracy bcz we give our priorities to our wicked rule makers cum executeres as their ways r ways & others r high ways. no scrutiny, no accountability but having unquestioned power cum authority without counting on sufficient experiences r creating a very disturbing perception towards our rules & regulations. so while framing any rules, be it telecom, railways, roadways etc. we must keep in mind zero tolerance towards corruption & harrassment of rule abiding citizens. we must check crony capitalism while putting faith in public private partnership. Excess of everything tastes bitter same ways profiteering motive in excess kills human spirit & humanity which we r witnessing now under Pm Modi for sabki vikas execution. i believe in the principle of man is good but men r bad if not guided properly by a regulated frame work. Corruption is camouflaging in honesty.

Sir, i had a layman experience in telecommunication as I worked in this field in mighty air force as a radio technician. our trade was first casuality due to massive technological progress happened in this sector. Armed force frequency monitoring center has given up most of frequencies to civil utilities for business & commerce & my country has seen unprecedented corruption & amassing of fraudulent money through crony capitalism. The decease has spread among all governing stakeholders of my country. Maran, Raja, Mahajan, PC & many other stalwarts & luminaries fm democratic Demi gods & not to name any upsc selected cum president employed states's apex executives. so while framing laws we must pay attention to this money creation fm sky without indulging any corruption & abetment. certain oligarchies & syndicates to be checked & balanced. our citizenry have never let down us if we meet their aspectation & aspirations but our saheb attitude with elitist ego & eating up money is all culpri

Here I mention about imposing of License for OTT platforms such as messaging applications, chat applications, video call, voice call, entertainment media, etc.
Govt. must ensure its transparency and openness for imposing licenses to OTT platforms such as messaging apps (to all) unless it’ll lead to ‘license raj’.
Eligibility for grabbing such a ‘license’ must affordable for startups & freelancers also.
Imposing of ‘license fees’, ‘entry fees’, ‘registration fees’, other fees, etc. must affordable to startups and freelancers also.
The license system may affect investments & bank loans.
In the era of Industry4.0, the license system will affect the overall R&D of the Nation Itself, thereby to depend other nations.
More than 50% of startups are involved in IT and software industry & big no. people make livelihood in it. The only attraction for these struggling entities is- no license needed before starting, no pollution cert., no trade union, no politics, etc.
