Ministry of Communications had initiated a public consultative process to develop a modern and future-ready legal framework in telecommunication.

With 117 crore subscribers, India is the world’s second largest telecommunication ecosystem. The telecommunication sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunication sector is based on the Indian Telegraph Act, 1885. The nature of telecommunication, its usage and technologies have undergone a massive change since the era of “telegraph”. The world stopped using “telegraph” in 2013.

In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. It is in this context that we have taken up the initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Bill will replace the existing legal framework governing telecommunication in India, comprising of the Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.

In July 2022, a Consultation Paper on ‘Need for a new legal framework governing Telecommunication in India’ was published and comments were invited. Comments have been received from various stakeholders and industry associations.

Based on the consultations and deliberations, the Ministry has now prepared the draft Indian Telecommunication Bill, 2022. To facilitate further consultations, an Explanatory note to provide a brief overview of the Bill has also been prepared.

Citizens are invited to share their comments on the Draft Indian Telecommunication Bill 2022 on the MyGov Platform.

Last date of sending the comments on MyGov platform will be 20th October 2022.

Indian telecommunications are different in now days as like as airtel, jio, bsnl, Vodafone, due to competitions are many more and then land phones are different in previous days

cyber fraud is badly hurting citizens. criminals take away whole money from account. in this explanatory policy you just mention about cyber fraud. cyber bullying, adult photo and video sharing, child pronography, several cases daily report in media. I want several specific ideas to apply which can minimize cyber fraud. 1. mobile communications company need to develop habit in people for not sharing personal data and click on unknown link. I want dummy messages to send and those share personal information or click on link should further educate. this is easy system. I can explain in details to telecommunications company or government. 1. I want to prepare few caller tune and ringtone to address all above problems. telecommunications company can contact me. Government can also contact me. soulstrategy@yahoo.co.in 2 I want to launch few mobile screen for this problems. 3 I want pop up messages 4 I want to launch few stickers & posters. 5 I want few changes in mobile laptop.

i read your explanatory telecommunications policy. you are not in details covering issues related to poor people, senior citizens, poor immigrants works, widows and handicapped people. i explain it. for adhar card poor people keep small mobile phone. they do not use data. they sometime want connectivity with family and home. students, woman working outside home city and widows, sick people treated outside vilkage or city, villagers etc.etc. so government need to arrange very low cost mobile connection in this policy. after death some time due to dispute mobile connection continue due to communication from bank, denat account, post office, mutusl fund, Insurance, bank locker etc.etc. so arrange very low cost mobile connection for above type people. 1. no calling but incoming possible. 2. calling possible and money will deduct.

In my 40 years experience I have trained more than 15000 farmers in organic farming its story has been covered by most of the prominent news papers Like journey line in current year I have trained more than 5000 farmers in association KVK kishtwar for which I have received a certificate of excellence my utmost dreams is to touch the target of training 100000 farmers so that the PM efforts towards organic farming can be achieved

1. Without license: WUp, ZOOM, SKYPE , have been provisioned with domestic and global data calls for several years. Needs to be addressed 2. National security must be given highest priority. a) Earlier OEMs belong to unfriendly neighborhood country took away India's geographical sensitive data ( upto small street level) from radio surveys, subscriber data from the servers residing in the country under their control . Though Govt trying to ban them from RfPs, these OEMs trying to take back route thru local partners for meeting eligibility criteria . Plus they keep supplying equipment to non Telecom domain viz. networking , security surveillance which are again threat to national security b\ Networks along international borders need to be brought under special framework as they are vulnerable 3. Atma Nirbhar scheme for Telecom- to move from 'Assembled in India to true made in India '- all the manufacturers do not make devices from scratch in India.
