Ministry of Communications had initiated a public consultative process to develop a modern and future-ready legal framework in telecommunication.

With 117 crore subscribers, India is the world’s second largest telecommunication ecosystem. The telecommunication sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunication sector is based on the Indian Telegraph Act, 1885. The nature of telecommunication, its usage and technologies have undergone a massive change since the era of “telegraph”. The world stopped using “telegraph” in 2013.

In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. It is in this context that we have taken up the initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Bill will replace the existing legal framework governing telecommunication in India, comprising of the Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.

In July 2022, a Consultation Paper on ‘Need for a new legal framework governing Telecommunication in India’ was published and comments were invited. Comments have been received from various stakeholders and industry associations.

Based on the consultations and deliberations, the Ministry has now prepared the draft Indian Telecommunication Bill, 2022. To facilitate further consultations, an Explanatory note to provide a brief overview of the Bill has also been prepared.

Citizens are invited to share their comments on the Draft Indian Telecommunication Bill 2022 on the MyGov Platform.

While updating draft frame , separate and elaborate chapter for particular conditions and instructions to the licensee/constractor shall be included. these specific instructions shall follow by licensee/contractor while submitting bid, while participating in bid, while executing job by following instructions as specified in the chapter without fail.

Like wise specific and stringent conditions shall be included for licensee . the conditions shall be categorically specified for main and sub licensee/contractor.

Specific man power deployment in quantity and quality , specific material usage, specific tools and tackles usage, allotted space usage shall be specified. Penalty clauses shall be included for non deployment of manpower and form conformance. safety shall be given priority and stringent clauses shall be included,

Income Tax filing analysis is the only way to make India as a World Power.
1. Link Voter ID with Pan card and having Pan card after 18 is compulsory.
2. Annual Income tax return filing to be made mandatory for every pan card holder.
3. Stop all bank transactions who didn't filed the tax returns.
4. Make OTP mandatory before giving Vote in Elections.
5. Recruit more than 10 lakh employee on contractual basis under Income tax Department to make the process feasible for every citizen.
6. Grant Notices and Text messages who didn't submit their tax returns.
7. Organization structure should be form in a way to control and watch all the steps strictly under District Magistrate and Superintendent of Police and and they should be given special powers to examine the people who are not filing their Tax returns.

Further to my coments.....
Non compliance to any instructions or conditions or terms shall be brought to the notice of the owner and specific approval shall be taken for each non compliance. if licensee awarding any subcontract , it shall be with owners approval. while using space or property , the licensee shall coordinate with other contractors if any.
while awarding multiple licenses, specific & categorical job divisions shall be made , so that no dispute will takes place in future. if any disputes will arises while executing the job , immediately licensees/contractors shall be brought to the notice of owner. he shall approach owner with possible solutions.
In definitions for owner, engineer, 2nd and 3rd party owners shall be included

existing telecommunications frame work are very old and based on 1885, 1930 and 1950's and it is good to frame new regulatory frame work, since old are out-dated versions and it was based on the climate , surroundings during those days, available resources during those days , facilities available during the time and based on mindset during the time. hence it very essential to frame telecommunications with stringent terms, conditions, instructions, procedures so that no one can misuse, to avoid theft, no one can escape from within the frame work, no one can damage other public property and facilities and safegaurd private properties.

Bhartiya doorsanchar company jese BSNL ko fir se viksit karna chahiye aur jio ki plan rate ko Kam karbana chahiye company par sarkar ko lagam lagani chahiye Taki be lagatar calling rate Na bada paye .. mobile tower ek nischit duri par lagwane chahiye Taki jeevo ko nuksan na ho paye 5g tower ke liye pahle real time signal check karle tabhi lagway sirf pese kamane ke liye company manv sabhyta se lagatar khilbad Kar rahi hai.. lagatar plan rate badati rahati hai asi company par tried lagam lagay.thank you

There is significant body of evidence that the very high EMF radiation at 30 to 300 GHz from 5G will bring a flurry of health issues, including cancer to people and eliminate small species. The commercial interest had taken over the health of the people. Staying close to a 5G tower can be really dangerous and need a radiation protection gear. At this state, it is extremely important to mandate health measure that the 5G provider must comply with. For example, there should not be any 5G tower close to houses, schools, hospitals etc. The mandate should be created and made into a law by the health ministry.

We all know that the home internet service is extremely important for day-to-day life in todays digital India. However, none of the telecom provider such as Airtel, Jio etc take any responsibility to provide quality internet service for homes. For example, a 100 Mbps connection with Airtel mostly give about 30 Mpbs and it can go down to 0 Mbops between 8 PM and 12 nights. They have no measure for congestion control and over sold their network. People on zoom calls or Webex are suffering even in the Bangalore in the middle of the city. We need the telecom authorities to create service level agreement for the providers to customer. Violation should attract penalty to the service provider. For our country the internet service provider needs to be accountable for the payment they receive and the corresponding service they provide
