India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

Security & Privacy Conscious (Focus on Safeguards):- Analytical, cautious, and rights-focused. "While the DHRUVA framework offers clear benefits for governance and logistics, the draft amendments must prioritize robust data protection. Since a 'Unique Virtual Address' essentially maps a person’s identity to a physical location, the 'consent-based' mechanism mentioned must be strictly enforced with clear 'Right to be Forgotten' provisions. I suggest the Bill include specific penalties for Address Service Providers (ASPs) who misuse location data beyond the purpose for which consent was granted. Furthermore, the central governance entity should operate with high transparency to prevent unauthorized surveillance

Post office is the lowest and longest seving find industry. it's always connecting with all over the people via letter,money order, telegram,savings and insurance oriented scheme, our identity base working. it's change for to see but changes are all not affected the main view of serving the people and connect them.so what ever change made it will help the people not affected.

​The proposal for UPI-like address labels (e.g., name@dhruva) is an excellent way to simplify digital governance. This will save citizens from the repetitive task of filling out long forms for KYC, banking, and government schemes. However, for DHRUVA to be truly inclusive, the Department should ensure that the registration process is accessible to those with low digital literacy, perhaps through local Post Offices. I also suggest that the amendments clarify how addresses in unplanned or informal settlements will be managed to ensure no citizen is excluded from this digital ecosystem.

sir, The Act’s official purpose is to consolidate and modernise the law governing postal services, aligning it with contemporary needs beyond just the delivery of mail — including citizen-centric services, payments, financial inclusion, and other services offered through India Post’s vast network. 🧩 Key Features and Provisions ✅ Modern Legislative Framework • It consolidates and updates the law to reflect the broader range of services offered by India Post today — such as savings schemes, delivery of government services, etc. ✅ Repeals Old Law • Repeals the 125-year-old Indian Post Office Act, 1898, ending provisions designed for a very different era (late colonial period). 🛃 Interception and Security Powers • The Act includes a provision allowing the government to intercept, open, detain, or hand over postal items to customs authorities on grounds like state security, public order, or public safety.
