The Ministry of Civil Aviation has issued draft rules to ensure ease of using drones in India on the basis of trust, self-certification, and non-intrusive monitoring. The Drone Rules, 2021, once notified, will supersede the UAS Rules, 2021, which came into force on March 12 this year.

The Rules aim to make the process of owning, possessing, exporting, importing, manufacturing, trading, leasing, operating, transferring, or maintaining a drone in India, simpler and hassle-free. For that, the draft rules seek to abolish the requirement of various approvals, ranging from certificate of conformance, certificate of maintenance, import clearance, to student remote pilot licences.

Besides, it proposes the development of drone corridors for cargo deliveries and a drone promotion council to be set up to facilitate a drone-friendly regulatory regime in the country.

8. Owner as well as operator must be held responsible for any loss/damage of property or injury to the citizen on ground or his live-stock, due to any malfunction or loss of control of the drone. 9. Depending upon the size as well as range of the drone & capability to cause damage, each drone must have a valid third party insurance, taken for specified periods. In the event of accidental loss of property/life, the citizen on ground must have legal recourse for reasonable compensation.

6. The power conferred on law-enforcing agencies should be absolute and they should be absolved of any litigation/monetary obligations/ legal suits in case of loss of drone/payload cargo in the event of a shoot down for flying suspiciously. 7. Drone owner as well as operator must be registered with Govt. of India and operator must have a valid license to operate the drone. Operator must understand the responsibilities of flying an object over populated areas.

4. Based on the payload they can carry, micro, mini, medium and heavy duty drones must take paid subscriptions, for definite periods of time. 5. No-fly zones must be clearly notified and adhered to by drone operators. Unconditional option to shoot down the drone found flying in suspicious manner or over sensitive installation, must rest with the law enforcement agencies.

1. Include all types of drones in the group of “Mobile Equipment”. 2. Every drone operating in India must have individual, 15 digit, International Mobile Equipment Identity number. 3. Each drone must have a SIM card or built in SIM type identity for use in Indian Air Space. Their location should get recorded on mobile towers. In addition all drones operating above 50 meter height or beyond 500 meter range must have Indian equivalent of GPS positioning equipment.

Hello sir 6. District Magistrate should vet the application before granting permission. 7. Once an individual had a drone he will be responsible for its usage and custody. 8. When an individual wishes to use or fly the drone he need to take written permission from District Magistrate who in turn will inform the police authorities. 9. The states shall issue licence to the owners of drones. 10. All drones who are imported shall also be resistered with the state and local district authorities.

Drone rules पर मेरे विचार 1) ड्रोन को बनाने वाली कंपनियों स्वदेशी । 2) शादी वाले ड्रोन का लाइसेंस उसी व्यक्ति को दिया जाय जो किसी गैरकानूनी कार्य में सलग्न न हो । 3) ड्रोन को हमे हमारी पुलिस फोर्स को भी दिया जाना चाहिए क्योंकि इससे area में जो गैरकानूनी कार्यों पर नज़र रखेंगे, जिससे अपराधिक गतिविधियों पर रोक लगेंगी। 4) ड्रोन कमेटी गठित की जाय 5) सरकारी संपत्तियों पर भी ड्रोन का पहरा होना चाहिए जिससे इनका कोई नुकसान न करे। 6) देश के धरोहरों को भी ड्रोन की निगरानी में रखना चाहिए ।

Hello Sir 1. All the manufacturing plant should give a serial number to drones. 2. All manufacturers to keep a record of drones sold to the dealers. 3. All dealers to keep a record of drones sold to the retailers. 4. The retailer's to keep the record of drones sold to individual after ensuring he had taken permission from District Magistrate the record of same to be sent to police station where the individual resides. 5. Actually drones were invented many years ago. Although initially this drone was not like this. The matter dates back to 1849 when a pilotless drone was made in Austria. At that time drones were not made for cameras, but drones were made to throw bombs. It was a balloon that flew in the air and fired a bomb. This bomb was not very lethal but this technology had discovered the drone. After this, in 1915, Nikola Tesla made an unmanned fighter plane.

Under the new scheme, anyone who wants to fly a drone that weighs more than 250 grams, whether commercially or recreationally, will have to be accredited. To obtain this, a user will have to complete an online education course of basic flying rules, watch a video and complete a quiz afterwards

seeing the quantum of threat no premission for private people....only security forces to use it..... moreover a continuous beam of remote signal breaker/jammer may be developed which move on in atmosphere over crucial areas just like the beams thrown out by circus in years back ....these moving beams can block down the link between remote and drone.
