Recommendations by NITI AAYOG are very good but are not adequate to meet our national objective of MAKE IN INDIA .A model and mechanism are suggested in the attached file.
Unless technical , infrastructure, human resource , raw material issues are addressed and indigenous design, development, manufacturing is done both through top down and bottom up routes, using SPV based CLUSTERS ,India will remain where it is , a great importing NATION.
Assembling of parts should be compulsorily done in India.
Spare parts to be manufactured in India
Heads of all MNCs should be of India Origin
R&D unit of MNCs to be compulsarily be set up in India

Banks are still having old traditional parameters of loaning/funding. They ask for collateral as a physical assets. What about the virtual assets like softwares, developed to manage the operations?. They do not accept the software as collateral or margin money. They are still looking for assets which can touched and felt. Please educate and empower them to evaluate the worth of Software as a collateral. Think of Uber or Ola without the software application.
A committee of hardware board designers who will rip apart high import duty items and find out the various components.
Based on the end device being in ITA-1 or not, the import duty of component should be made zero or appropriate value. Till an appropriate value of revenue is not obtained by an MSME there should be additional incentive provided to make it a profitable business.

Incentives for Virtual Reality Products
Today VR is gaining popularity in a big way, with applications in personal computing, communication, entertainment to product testing and research.
VR related Products and Software will constitute a large chunk of all electronics produced around the world in next decade. VR market is projected to reach 5 Billion USD by 2018.
If companies are encouraged to work in VR with incentives like tax exemption etc. then India can capture a big market share.
Electronic and Communication sector can contribute much on people need. For example, there are lot of labs to analyse outgoing items from Stomach. But, there is no Lab or Process to Check the Quality of Food Items that goes inside our stomach. For example, Mangoes largely avaiable in market, which damage the health of people due to chemical, similarly vegetables contain poisons. But, we can make such electronic items to check these items before entering into market for sale.
