my comments on carbon credit policy

SVAMITVA SCHEME should be implemented all over the country.
Although the revenue department and registration department are mostly under the control of the state governments, it is necessary for the central government to survey the lands at the national level once in certain years.Even in developed states like Tamil Nadu, one has to wait for months to get the land surveyed.The central government should issue the property ownership identity card as per the documents of the registration department and local bodies.An identity card should be issued anonymously for properties where there is a case in court.The Central Government need not wait for the cooperation of the State Governments. Like the National Population Census, once in a certain number of years the central government has to measure and surveythe land all over the country.This should be considered as a duty by the central government.  Allocate additional funds for National Land Survey work in this budget & complete this work

VIEWS AND SUGGESTIONS

Let every individual citizen be proud of being a part of nation building activity. Yes be it , this project or that project, that scheme or this scheme, a share of his hard earned money be there with them, making him feel proud to have contributed his share in making such projects and schemes an asset to the nation. To realise this, let one paise from his every rupee earned go to the revenue in the form of income tax. I mean to say, let every adult citizen pay income tax at the rate of one paise per one rupee to the tune of one percent of his income. If an individual earns one hundred rupee, a rupee to give as tax wont put him into any hardship, on the contrary, he would be a much fulfilled person with a sense of total involvement in the business of his nation.

To begin with, this system may be introduced to those having income below taxable limit but willing to pay one per cent as tax voluntarily. Hope this can be put as on experimental basis.

1. NEED COMMISSION (like NITI AAYOG), whose field team will reach out to each family to understand their needs (livelihood, skilling, education, health, housing/repairing, farming, professional) and Local needs (road, bridge, drainage, cleanliness, drinking water, elec., gas etc.). College students of Sociology, Economics, Finance, Marketing will be mentored and monitored by Experts. Marketing assistance will make Aatmnirbhar Gram. Can we start with a Pilot Project for real-time data? Budget will be nearer to the actual needs and can be scheduled year-wise.
2. GOAL: minimum 1 employable and 1 self-employed in each family. Migration will stop.
3. QUANTIFY PENDING TASKS & BUDGET NEEDED i.e. 1000 Skilling Center were needed, 500 started till March-2023 (Success 50%).
4. NO LIVELIHOOD LOAN TO INDIVIDUALS - Help them create SHGs under Big Co-operatives with finance/marketing experts. Profit and liability will be shared equally like Lijjat Papad.

Not everyone gets a job after completing their education.The government should provide the subsidy for two years until employment or starting a businessCentral Government & State Governments should jointly provide financial assistance to unemployed youth.
This will help them to travel to other cities and search for new jobs.
Vacancies in Central Government Ministries and Public Sector Undertakingsto be filled.
Wage policy seems to be the barrier to providing employment.The central government should formulate a wage policy with a minimum program to fill up the vacant posts.According to the present wage policy, the wage paid to one person is equal to the wages of three persons.A new wage policy should be developed strategically as public sector companies are reluctant to provide employment because they will have to pay higher wages

India is going through real Tax terrorism. I see gradually meritocracy is taking a back seat. You study more, you earn more and you pay taxes more. Can anyone reply a simple question? If a person doesn’t have a pan card and doesn’t file income tax returns, is there any mechanism to catch the black money he earns. The answer is NO . Please first broaden the tax base then talk about the pathetic 6% population paying income tax. Honest tax payers are harassed by tax men daily, ever hungry bribe takers make India a real CORRUPT nation.
