The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Accepting contracts and quotations by private sector companies on public endeavours can be acceptable only when the supervising rights are withheld by the governmental authorities. Another supervising committee on these officers appointed directly under the prime minister so that there is no corruption. The right to the supervising personnel to cancel our penalize the pvt. company on any negligence in a monthly basis audit.

4. Very intelligent and honest employee/ officers should be in movement section of FCI. The rake should be sent at the needed place where food grain is actually needed for issue, not for storing it again. Railway transit loss costs FCI very much. Do the arrangement of rake loading and unloading by any private agency, not from FCI employee. Fix the responsibility of railway also in this.

3. FIFO should be followed at the time of issue. Most Release orders are issued of new food grain or from near to pds destinations in pressure of Transporter because if old stock is stored far than it costs him more to lift. At some places, food grain is issued from covered in place of open to make space for storing rice(Money).

1. Build Silo on priority than covered godown and if open plinths, tin shed them.Storage of food grain in CAP(open) should be reduced as much as you can. Food grain stored in open damages most. 2. at one place you are purchasing so much than storing it and than sending it by rake and than RTL is occurring in it. It is very costly. So purchase as much as you need. ask state governments also to purchase and store for pds distribution.

FCI should do the procuremnt for the Crops grown. They should take all the cereals grown from the farmers , A value should be fixed for all goods. Govt to hire a packaging industry and sell these goods back in stores, these stores shd be owned by the govt again . No contracts please , this doesnt work. Its something which is going to be for ages So no contracts strictly. Storage bins to be used to store and move rather than gunney bags . Removal of mandis which have traders which gve farmers less rate and then stock the produce.

FCI needs to be broken down. 1. Research & Innovation 2. Strategic Planning 3. Logistics 4. Facilitation 5. Price control - instead of building and managing storage at central facility, provide technology to the market (like FCI approved storage container etc). Lead the research and innovation to bring new ideas to the market. India is a big country where local farmers and markets can help build, maintain and manage the small capacity grain storage. centralized software can manage logistics...

Dear Team- Some thought processes are attached. If High level committee want can do volunteer to support in implementation of processes/system to transform the FCI integrated system because it's core area to transform system/processes.

it is sheer wastage of taxpayer's money,which is collected in the name of development.I have seen the the so called BPL persons are collecting these items n are selling in market n going to a wine shop. i n my opinion instead providing cheaper any thing ,we should provide then jobs,so,they can sustained their livelihood

WASTAGE OF FOOD GRAINS BY FCI AS REPORTED FROM TIME TO TIME IS PREPOSTEROUS AND NEED TO BE DEMOLISHED SO ALSO THE AGRICULTURAL MARKETING SOCIETIES. THE FARMERS ARE TO BE ENCOURAGED TO BUILD STORAGE CAPACITIES IN THE PLACE OF PRODUCTION/MILLING CETRES. THE MOVEMENT TO CONSUMING PLACES SHALL BE DIRECT FROM SUCH CETRES MONITORED BY GPRS. THE EXISTING HURDLES ON MOVEMENT OF GOODS ARE TO BE ABOLISHED INCLUDING OCTROI/TOLL TAX ETC. FOR LOSS OF REVENUE,LEVY RE.ONE ON PETROLEUM PRODUCTS &SAVE ENERGY..
