Before drawing any kind of expenditure bill on line expenditure booking should be made necessary for all govt. Departments. This way the proper control will be there on the equal distribution of expenditure in a financial year. any cut in expenditure will be properly implemented. Without prebooking online drawal should be strictly disallowed. mismatching in booking will be ruled out once online expenditure booking is taken up.
Expenditure bill Generation to be controlled. Previously it was done to monitor plan scheme expenditure. Now it is needed to monitor all the expenditure. In earlier system a sanction to be generated online for drawing bills. All type of bill preparation should be online and when the bill for drawal of money is finally generated it should be with a sanction Id and the expenditure should be immediately reduced from the grant. This way govt. expenditure can be controlled better.
as per recent information dt jan 2015 from d/o expenditure, 15 central departments are not obeying govt guidelines to switch over to e-procurement as it will be difficult for them to get commissions or do bid-rigging. secretaries of central ministries just dont care about finance ministry orders. even PM's order, in very first meeting dt 4-6-2014 with secretaries, that there should not be more than 4 layers in file submission, has not been obeyed in 99% of ministries, for fear of losing powers
I have developed a model which can be used in Disaster affected areas of very large in size like that of in uttarakhand flash floods,the model will help the stranded people to reach the safe locations by themselves which will help the evacuation and relief operations.
