Anti congestion methods have not worked but multimodal transit connecting it with landuse is more effective. Both JNNURM & RAY have different approaches for mobility in a City !
The best way to attract more tourists to interesting places in India is with regular, fast and comfortable mass transit. Most tourist destinations are inaccessible by anything other than a taxi, which can shoot up people's travel budgets. State Governments need to run bus services as well as (wherever applicable) short-range light-rail services, so that people can cover distances quickly without spending money on taxis.
