Government of India has put in place a liberal policy for Foreign Direct Investment (FDI) under which FDI up to 100% is permitted through the automatic route in most of the sectors/ activities but some sectors require prior Government approval for infusing FDI with sector specific conditions. In the last one year Department of Industrial Policy & Promotion (DIPP) embarked upon a number of initiatives with the objective of improving ease of doing business and simplifying the investment process. Further, in this regard, the DIPP has now initiated an exercise for preparation of identifying applicability of the FDI Policy para as per each identified activity provided in National Industrial Classification Code 2008 to provide greater clarity and simplicity to foreign investors. Under this exercise codification had been started off with the NIC-2008 code book indicating against each entry as to whether FDI is allowed therein, and if so, it is on Automatic or Approval route along with Para no. of FDI policy.

A draft list prepared in this regard by DIPP is as under. The comments and suggestions from the stakeholders/ investors are welcome for the improvement, if any, latest by 30th November, 2015.

Sir For FDI in Defence, similar design competitions as for Railways should be done. Recently Ordance Factory Ishapore created a new Rifle Design. The designer should be rewarded.

Sir for FDI in Railways and Defence, Please organize competition in Railways to submit Design Ideas for High speed Railway Track Design, Hi Speed Rolling Stock Design, Locomotive energy efficiency and Power Output Enhancement to an independent body tasked with evaluating these designs and verification of international patents. Winning Designs should be offered to companies willing to implement these designs through FDIor otherwise. The Winner should also get the opportunity to join the company.

Sir alongwith promoting Solar Energy, please allow FDI to set up Bio Gas Plants or Gobar Gas Plants. Large Bio Gas Plants can solve waste management, generate electricity or supply piped cooking gas and also generate organic fertilizers. This Technology is well established in UK and Germany and actively promoted by municipalities.

If FDI is 100%, then, how can the Govt. can control the foreign company. Because if the company has 100% FDI, then that company can do anything in the country. They can import bad technology. They can dump bad products in our country and they take away all the income out of our country and invest little in our country. If they import more cheap workers from other country( e.g.china), what will happen? Our people do not get work.
