Not to mention comapanies like Twiiter Google and W3C itself has respiratories on Github to which developers contribute, suggest, report errors, make the code better and this helps the companies keep their code best and fix errors in minutes.Github is the 100% the best idea for it.
Open source application development it will be good idea for enhancing. the application developed by government. I am a software developer. i have any idea to enhance existing gov tool mobile app or web app. i will develop and provide an successful application if it is working fine government can add my application with existing application. like me hundred's and lack's software engg will have there own idea to implement there ideas. application will enhance very faster as per peoples need.

Creating awareness of Open Source from the root level i.e schools and colleges will help people adopt/migrate to Open Source. Open Source syllabus should be included widely in academics. Also Center and State adoption of Open Source is a boon to the community.
Open Source code software will make research a two-way process benefiting to everyone. Diabetes patients will be able to see their best and worst glucose days and work out their food consumption or exercise regimes. Asthma sufferers could gain insight into what is triggering their attacks and at the same time, a lot of research will be conducted on non-representative parts of the population .The population connected with mobile apps will serve like a laboratory database.
India before creating an open source software to produce its cheaper smart phone or tie up with a cheaper smart phone manufacturer like Apple introduced the world an open source software-ResearchKit, which will make it possible to create scientific apps that work with its mobile devices more easily.Because it is open source, people will be able to customise and share code, which will encourage innovation apps like mPower for Parkinson’s, GlucoSuccess for diabetes and LifeMap for asthmatic.
This is the need of the hour.
Expose the Open Source Collaboration between Govt tasks and State level universities.
Only targetting big institutes hinders talent acquisition from state level universities.
