Digital Locker is a key initiative under Digital India, the Indian Government’s flagship program aimed at transforming India into a digitally empowered society and knowledge economy. Digital Locker ties into Digital India’s vision areas of providing citizens a shareable private space on a public cloud and making all documents / certificates available on this cloud.  Targeted at the idea of paperless governance, Digital Locker is a platform for issuance and verification of documents & certificates in a digital way, thus eliminating the use of physical documents.

The Digital Locker system has been envisaged as an ecosystem where multiple service providers will provide Digital Locker services such as Locker portals and Repository services for storing of e-Documents. To ensure seamless integration with various Digital Locker service providers as well as other stakeholders, an overarching architecture in the shape of Digital Locker Technology Framework Specifications has been evolved. This framework describes in details Open standards based API specifications to standardize open communication between Digital Locker service providers.

Government of India is seeking comments on the multi-player architecture and framework portrayed in the below documents (click to read):
1.Consent-Tech-Framework
2.Digital Locker Technology Framework
3.Draft commercial Models for Digital Locker

Last date to submit your suggestions is 25th October, 2016.

Today everybody struggles keeping datewise records of his personal medical reports. Whether it is pathological tests , X rays or any other specific detailed investigations. If Digilocker provides a separate space for uploading & storage of such records, it's retrieval for Doctors will become easy. Moreover allowing the recognized & registered hospitals, diagnostic centres to directly upload the reports of their diagnosis will bring authenticity for insurance claims purposes.

Sir,
I think by using the Digilocker initiative little more effectively we can make the administrative function paperless. Currently users need to take photocopy of documents like 10th marks card Driving License many times during an year.
Alternatively if user just gives access to this document to the necessary party, he will save printing a paper.

Added to this can be the personal information of the user like name, location etc. Since this is aimed at paperless governance, the file of a person should include everything that is required in any govt. procedure like Aadhar No., PAN no., current location, passport related data, etc. There should also be a provision to update the data electronically with immediate effect.Say I moved to new city but my Aadhar has old address(it does) and I would like to change it.Provision for this must be there.

Digital locker system is a great initiative for India. It would greatly enhance various fields of operation. I would like to propose here, linking of the proposed system with the Aadhar for a country-wide database sort of thing. Linking will allow the government in various operations that they may undertake for different tasks. This linking shall be under the overall inspection and authority for avoiding any kind of abuse.

It's both daunting and difficult task to bring various eco systems that exist in our country to electronically, efficiently talk to each other. Among other security concerns me a lot since individual citizens details will be at stake. Want to suggest why dlts cannot use challenge response method to verify individual details (as used by atm pos system) instead of disclosing individuals document. Where on meeting criteria checker will get acknowledgement success from dlts core.

1. Aadhar number issued to person as soon as he/she is born.
2. All certificates (birth/10th/12th...) Must be linked to aadhar and uploaded on government server by school/college/organisation
3. If an organisation(govt./private) requires certain documents' submission - open organisation's web-page/submission-portal and type aadhar number. A govt doc submission portal (similar to credit card payment portal) will open - select documents to be submitted and click share.
