Competence of teachers and their motivation is crucial for improving the quality. Several initiatives are being taken for addressing teacher shortages, shortages of secondary school teachers in mathematics, science and languages, improving the quality of pre-service teachers and in-service teachers professional development, enhancing the status of teaching as a profession, improving teachers’ motivation and their accountability for ensuring learning outcomes, and improving the quality of teacher educators. The objective of this theme is to assess the existing scenario and provide workable solutions to address the gamut of issues in teacher education in the school sector.

There is much debate on qualification and eligibility criteria. In some states professional education like BBA, B.Tech, MBA etc are not eligible for school teaching whereas some may consider it. There is a confusion whether such candidates are eligible or not. We must also consider such qualification so that BBA, B.tech, candidate if they want can also pursue their career in teaching. Likewise we can attract good candidates for teaching

Teacher Education and Education Administration programs in India has not evolved much. The best teaching institutes, the RIEs (the regional institutes of education) have only a few programs (BA/BSc-BEd, BEd,MEd, MSc-Ed, MPhil,PhD, IDGC). Compare that with the large array of programs at University of Michigan School of Education. To add such programs across India, as a first step the RIEs should be upgraded to National Institutes of Education and given Inst. of national importance status.

we need to have a strong graded system for teachers at the time of recruitment ... With a strong reference check to validate their credentials.
Further teachers should be hired by an independent panel at district level rather than respective schools-would eliminate bias.
Thirdly there should be a corporate world type annual appraisal system-which is documented and reviewed digitally.promotions and movements should be governed by performance rather than age /experience.

The Union HRD Ministry can design a graded teaching module for graduates who aspire to be professors.Their promotion will be linked to the level of the training or teaching module completed In this way we can standardize quality of faculty throughout the country.All the universities must be run by professionals with proven track record.Let there be an open debate about VC selection.Feedback from the faculty and students must be obtained prior to the appointment.

Govt should conduct bi-yearly test for teacher it will ensure that teachers will not forget concepts and will perform efficiently, and the ineligible teachers should be sent for special training on their own cost.

Personality development program for teachers along with education in child psychology should be there..
