Respected Sir,
I am not sure about the administrative work or real implementation of the ideas, but I think below may help, so just putting on them as notes.
1) While I was in my home town I see, using dynamo cycle has its own head light.
I think we could use the same idea of converting energy to electricity and try to implement them in railways, buses.
2) Now a days almost all building have glasses from all side, can we replace solar with this glass to generate energy?
The New & Renewable Energy Development Ministry in the Government should look into the possibilities of Creating more Public Spaces such as PARKS & LAKES with surrounding space to bring in SOLAR POWERED CONTRAPTIONS as a means to create AWARENESS among the common folks about Renewable Energy as well as to advertise effectively for the various Solar devices which can be used in a bid to save Electricity all over the country in a significant measure.
Mera suggestion hai ki central government or state government ko sath mil ke subsidy deni chahiye....
Jisme gharo solar palen lagane par total expanse ke 40%-50% subsidy or apne store ya karkhane me solar panel plant lagane ke total expance par 20%-40% subsidy deni chahiye.....
All village me solar panel se sanchalit street light lagane chahiye...

My advice to gov of India is to explore the chances of generating electricity from tides/waves of ocean,as India have a vast coast line.Unlike solar and wind power generation where power can be generated only when there is sun or wind, in this process power can be generated round the clock without much investment and labour as well as maximum output.Above link demonstrates one of the methods of extracting energy from waves/tides,there are other methods as well.
Sir, on production of renewable energy make this energy production mandatory and those who produce this energy should be given awards and concession for the production of the same. Use that energy for lot of development projects and whatever is in line for development and completion. Also, look into the possible avenues to save this energy produced in one form or the other and also , negotiate with other renewable energy producing countries and develop this technology to the max.
THE RURAL INDIA IS FACING ELECTRICITY PROBLEM. THE GOVT. SHOULD MAKE POLICY FOR THEM USING PUBLIC/ PRIVATE PARTNERSHIP TO ENLIGHTEN THEIR LIFE. IN THIS DIRECTION
1- THOSE PANCHYATS WHO HAVE GOOD RESOURCES SHOULD INDEPENDENTLY OR IN PARTNERSHIP MAY ESTABLISH SOLAR PROJECTS IN THEIR AREA WHICH WILL SOLVE THEIR ELECTRICITY PROBLEM ALONG WITH SOME EMPLOYMENT AND EARNING.
2- SUBSIDY TO BE GIVEN TO ECONOMICAL WEAKER SECTION, AS MOST OF THE SOLAR SUBSIDY IS TAKEN BY PEOPLE WHO ARE FINANCIALLY STRONG
SSOLAR POWER PLANTS MUST BE I'M EVERY HOUSE HOLD .UNITS OF 0.5,1.0 1.5,2 KW READILY AVAILABLE WITH 70PERCT.REBATE.WILL BE STILL BETTER THAN THERMAL GEN.,TRANSMISSION ,DISTRIBUTON WHERE EFFICIENCY UP TO HOUSE CONNECTION IS APPROX TEN PERCT.JLMEHTA
we can use large shade areas of Railway stations, Govt. Hospitals, schools, Factories of more than 10000 sq.ft, Cold storages and large bakeries. India needs more supervision and care to govt properties and projects. palm trees may be used as solar pillars to coastal belts to avoid cement poll expenses.

they have a whole elective dedicated to Renewable Energy Management
we also need considerable awareness campaigns, especially in the city areas. for eg, in Mumbai, there are many posh colonies which do not let solar panels to be installed because its affects aesthetics of their apartments, even when they know how beneficial renewable energy can be.
along with that, investment is necessary so that we can foster innovation in renewables
but most important is reach and ease of access to the technology considering the buyers.
