Red cards for the underprivileged and tribal people
People living below the poverty line and tribal people can be given “Red cards”. These cards can be used at expenditure points like health care systems, educational institutions, and eating outlets where they are allowed to pay only 50 % of the bill. Through Red cards they can be allowed the benefit of 10000 rupees per year, which can be reimbursed by facilities from the government

Tribals are like raw clay. Govt, NGOs can make great art out of these raw clays but the in absence of real effort, they are wooed away by religious bodies for religion change, Naxalites too mind-wash them. We need to care for them sooner than later.
