Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Breath analysers are often used by police and industrial security personnel to check drunk and drive cases and stop further driving of intoxicated drivers. The screening team should have spare drivers to safely park the isolated vehicles in designated parking area (industrial security shall inform vehicle owners or the transport company & blacklist the driver. Industrial security can't penalise for this offence because these actions happen just outside their Terminal gate. Breath analysers shall be well maintained as per OEM manual, usually recommends calibration of the equipment once in 6 months. Equipment must be checked and verified by the user at regular intervals as required, span gas is supplied in small cylinders for this purpose. When police identify alcohol intoxicated personal same procedure maybe followed, driver may be penalised after conformation of lab report done on blood samples collected. 0.01% also to be penalised, we shouldn't forget zero tolerance rule to save life

India has a lot of potential to become a hub for aviation maintenance, repair and overhaul (MRO) services, given its large domestic market, its strategic location between East and West, its low-cost labour and its favourable policies for MRO and aviation infrastructure development. However, India still faces challenges in realizing this potential, due to shortage of skilled manpower and certification issues. There are other issues such as high taxes and duties which need to be addressed. Developing skilled manpower and training institutes for MRO technicians and engineers should be taken up on a priority.

my idea is that we should create a training program for every unemployed citizen in various departments of areas like engineering, agricultural, medical staff, security forces , teaching in school or colleges, small or large entrepreneurship ie motivating new startup e.t.c. all this for every unemployed person so that unemployment issues can reduce at every level possible. As we trained them we can easily give them experience of work which most companies ask for before recruiting because worst frustrating part before getting job is requirements of experiences or lack of experiences

since lots of income tax demand and Tds demand is pending since long ie FY 2008 2009 in income tax portal which old orders of demand not available in income tax portal and lots of income tax refund also due due to proper order not available either with assess or department
Sir my suggestion our Govt come forward and make a rule or act that upto Rs 1 lacs demand is pending upto Fy 2019 2020
Govt will issue a settlement scheme in percentage
basis in my opinion this scheme will be help both govt as well as assesse

What budget?
14 type of taxes on stock purchase?
Or
Only 5% population paying income tax
Or
The fact that taxmen run after only those 5% population for their target collection of taxes and personal bribes?
Or
The more you study and the more you comply with govt policies the more bribe you will end up paying
Or
An honest tax payer is awarded? Is he respected or suspected?

We thought some real change in Modi raj but white washing of the poor structure is doing great with voters not with real educated citizens any more.
Involve us in governance as IAS are not panacea for everything

A peaceful country can progress much more than a country with a high crime rate. So, efforts should be made by the Indian government to check the crime rate in the country by making some effective laws & equally effective implementation of those laws so as to make India a super power.
Corruption is also a big obstacle in the development of a country as it badly affects the economy of a country. Corruption is rampant in India & India is placed 87th in the international corruption index. So, unless corruption is eliminated from India by adopting zero tolerance approach towards corruption & by making some effective laws India can't become a super power.Thousands of crores of black money of India is stashed abroad in the foreign banks by various influential persons of India which is badly hampering the progress of Indian economy. Unless serious efforts are made by the Indian government to bring back that black money .

In India still millions of people live below the poverty line & as long as there is poverty in a country it can't become a developed country. So Indian government must take some serious steps to eradicate poverty from the country so as to make it a super power.
Illiteracy also acts as a hindrance in the development of a country as an illiterate person can't contribute in any way in the progress of a country. So illiteracy should be eradicated from the country by providing free & compulsory education to children as well as to uneducated adults.
Unless problem of unemployment is addressed by creating more employment opportunities for the people India can't become a super power because unemployment means lot of human resources of the country remain under utilized or unutilized which could have been used for the progress of the country.
Pollution is also an impediment in the progress of a country whether its air, water, noise or radioactive pollution since pollution affects the health.
