Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Here are some ideas for implementing budget initiatives to augment apprenticeship in India: Promoting Industry-Academia Collaboration: Strengthening the collaboration between industries and academia can help increase the availability of apprenticeship opportunities. This can be achieved by encouraging industries to partner with educational institutions to design apprenticeship programs that meet their specific skill requirements. Increasing Awareness: The government can launch awareness campaigns to highlight the benefits of apprenticeships and encourage more young people to take up apprenticeship opportunities. This can include targeted campaigns in schools and colleges, as well as digital marketing initiatives. Providing Incentives to Employers: The government can offer tax incentives to employers who hire apprentices, making it more attractive for companies to invest in apprenticeship programs.

sir/ma'am I want to share my opinion on this budget for India 2023-24, sir we have to look at future technologies and give ourselves a chance to our youths to improve our Indian technology in all the fields, so to do this I have a solution we should have more open hackathons and coding competition. And also promote these hackathons and coding competitions for awareness.

Example : unlimited numbers Equalise theory we takes just 36 numbers ( states ) 36 names / persons / states getting ranks in some subjects ( bad or good positions ) So 36= 6² = 6×6 groups Making better as equal groups for some points base ( equality, ...) But here all 36 persons / states / districts,... Example : different forces teams making as groups ( equalise ) OR Got ranks in bad things/ subject Example : drinking water facilities development Then these all can equalise ( 36 are as 6 groups ) OR We can share budget as per their ranks base The theory can't explains here but it can look through the image The theory helps or not !? Equalise of groups, equality support theory What's theories are there in the maths ?! Making experts, making a power full teams has chances in the theory

Namaste sir. DDU(Deen Dayal Upadhyaya) Kendras established and Vocational trainings introduced by our Government of India before 7 years in more Institutes. To eradicate the un employment the above is a great initiative by our Honourable PM with multiple entries and exits. Institutions are running the above trainings like just a degree course with untrained and insufficient staff structure due to lack of funds. Apprenticeship trainings are very important for the vocational courses. More care needed for our Honourable PM's innovative efforts with permanent staff structure with required budget allocation. To strengthen our Honourable PM's vision for youths the above suggestions may be considered. Jai Hind
