The Hon’ble PM Shri Narendra Modi recently addressed a webinar to detail a roadmap for effective implementation of the provisions related to DIPAM in the Union Budget 2021-22.

Addressing the webinar, the Prime Minister said this budget had put forward a clear roadmap to take India back to the high growth trajectory.

In the next five years, as India prepares to spend ₹111 trillion to upgrade its infrastructure through the National Infrastructure Pipeline, a clear roadmap for investments need to be drafted.

This would not only create new investment opportunities but also generate immense employment opportunities in every sector.

We seek ideas and suggestions from the public and other stakeholders on the implementation of the Budget Provisions in the Department of Investment and Public Asset Management.

The last date of submission of ideas is 31st March 2021.

The Department of Investment and Public Asset Management (DIPAM) under the Ministry of Finance has been made the nodal department for the strategic stake sale in the Public Sector Undertakings (PSUs).Till now, PSUs for strategic sale were identified by NITI Aayog. From now, DIPAM and NITI Aayog will jointly identify PSUs for strategic disinvestment.Also, DIPAM secretary would now co-chair the inter-ministerial group on disinvestment, along with the secretary of administrative ministries

Swatchh Bharath mission.We need incinerators for every town or village.The design of the incinerators should be simple with least pollution.If the incineration is done at coastline.The heat could be used to produce desalinated potable water in water scarce places residue of salt can be sold. Inland the waste heat can be used to drive steam turbines to generate energy for municipal water supply .Otherwise they would be spending on Electrcity.Or alternatively energy for sewage treatment plants.

Proper deployment and availability of skilled workforce is vital.
1.Engineers, IT professionals, doctors and others who get education in govt colleges like IIT must be barred from leaving India for 10 years after college.
2.Edu/job reservation is to uplift the underprivileged class and not one individual. Those getting edu/job in reservation must serve exclusively in undeveloped areas to ensure growth.Being from deprived class they understand it best.
3. Keep degrees with govt for compliance.

The deployment of IAS officer for any post must not be just because he is senior or he is just an IAS officer. The selection of mediocres in IAS cadre itself is hurting India’s growth. The way UPSC selects IAS the same way govt must have a panel to select for a particular post, many a times a PCS officer is far better than an IAS for a particular post. Even people from private sector can be tried

1. Core and periphery of any public assets must be assessed, streamlined and connected to maximum output of resources as per overall strategy of India development. eg. Highways could be linked with storages, entertainment parks, hub for connected rural economy, logistics and so on.

Bigger initiatives really take time to reach the common person. Being in the semi-urban area, I have witnessed this. When it reaches, at times it is too late. I am stating that even in the technological period, a common person is far behind in getting information, I want to project only this rather than giving ideas, particularly in this arena.

Judicious utilization of the budget will benefit all uniformly. Need areas can be identified with openmindedness than always citing equal distribution. It does not need the suggestions of qualified economists. A clean survey on the basic needs is what recommended. Certainly, implementation requires broader perspectives in the global aspect. This could be analysed by experts. Everything, big or small shall reach the commoner immediately.
