Their is a country bhutan which our neighborhood, presently they are carbon positive and having 70% of their land as forest. the next target is to make country 80% of forest and by doing that they will be producing enough of hydro power and will able to export to different country this surplus power, making world some extent to carbon free. We should learn from this great example and work in that direction.
We should increase our forest in the city by at least 5% per year, govt. should make a policy and a seprate department or some NGO should be given this work by proper monitoring on monthly basis, here's the attach video from TED organisation which will help create forest in your houses, place of work and where ever you want. It's a wonderful idea to contribute to make our smart city carbon free. if our city is carbon positive then only we can say it's a smart city.
Water is becoming scarce. We need to use judiciously. We overproduce sugarcane, rice, coconut which are water starving, giving subsidy to export. And we import Rs 50000 crore worth of timber which is less water consuming. We need to conduct studies on WUE (Water Use Efficieny) like Autralia ref article " Irrigation Insights :5, National program on Sustainable Irrigation", too good. Please find an attachment which was RTI application, not responded properly by CIAR, a concern.

It is a pain of seeing Heat waves and water scarcity killing our people. Trees are the only solution. Improve the forest and grow trees in dry fallow lands. Present laws are confusing and are hurdles for tree growing in private lands(Treelands), so separate policy for Forest and TreeLands (don't prefer to say AgroForestry, forest word creates hurdles). MoEFCC is working on new National Forest Policy and Treelands Policy, which will be with digital India, for better management and permissions.
