A Committee of Experts under the Chairmanship of Shri. Kris Gopalakrishnan has been constituted vide OM No. 24(4)2019- CLES on 13.09.2019 to deliberate on Non-Personal Data Governance Framework. The committee drafted its report which was published for Public feedback/suggestions were been sought by 13th September 2020. Based on the public feedback/suggestions, the Expert Committee has revised its earlier report and a revised draft report has been prepared for the second round of public feedback/suggestions. The feedback will help the committee finalize the report.

Entire raw data databases exempt: The committee has limited data requests to specific data-fields, and no requests can be made for entire databases.

Sovereign purpose requests exempt: the Non Personal Data Authority will not adjudicate the validity of data requests under Sovereign purpose (national security, law enforcement etc).

Those who do crime, their data can be used as per government law.
