The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

भीतर सिमट गई ! बसपा के बागी विधायकों को तोड़कर और उसे नई पार्टी की मान्यता देकर केसरी नाथ त्रिपाठी ने अपने पद और अधिकार का बेजा इस्तेमाल किया, जिसे बाद में माननीय हाईकोर्ट ने भी सपा के तीन साल के कार्यकाल पर सवाल उठाया था और लोकतांत्रिक बसपा पार्टी के गठन को गलत करार दिया था ! ये प्रसंग आज इसलिए प्रासंगिक हो गया है कि आज वर्ष 2003 की भाँति वर्ष 2015 में बिहार की राजनीति पहुँच चुकी है ! हां, कुछ अंतर जरूर है ! आज बिहार में महामहिम की कुर्सी पर केसरी नाथ त्रिपाठी हैं ! भाजपा को दिल्ली की हार का सबक

कर लिया, परन्तु विधानसभा भंग करने की सिफारश को नहीं माना ! क्योंकि भाजपा के समर्थन वापसी के बाद मायावती अल्प मत में आ गई थी ! लिहाजा राज्यपाल महोदय ने मायावती की सिफारश को न मानकर सपा के मुखिया मुलायम सिंह को सरकार बनाने का न्योता दिया और मुलायम सिंह अल्पमत में रहने के बाद भाजपा के शीर्ष नेतृत्व के निर्देश पर तत्कालीन विधानसभा अध्यक्ष पंडित केसरी नाथ त्रिपाठी ने मुलायम सिंह कि सरकार उ. प्र. में बनवाकर नैतिक पतन के रास्ते पर चले गए ! भाजपा आज भी उस दंश को झेल रही है ! सूबे में भाजपा 50 सीट के

भाजपा एक राष्ट्रीय पार्टी है और उसके मुखिया को मेरा एक सुझाव है कि वर्ष 2003 में उ. प्र. में भाजपा और बसपा की गठबंधन की सरकार में मुख्यमंत्री की कुर्सी पर मायावती विराजमान थी ! देश में राजग की सरकार थी और प्रधानमंत्री की कुर्सी पर अटल बिहारी वाजपेयी के हाथ में थी ! किन्ही बिषयों पर भाजपा और बसपा का तालमेल बिगड़ गया सो भाजपा ने अपना समर्थन वापस ले लिया ! अल्पमत में मायावती ने मुख्यमंत्री पद से स्तीफा देने से पूर्व राज्यपाल से विधान सभा भंग करने की सिफारश कर दी, परन्तु राज्यपाल ने स्तीफा तो स्वीकार

इतना पढाई लिखाई के बाद ये IAS और IPS बनते हैं और चंद पद और पैसों के खातिर अनपढ़ गंवार दो टके के नेताओं की गुलामी करना कितना उचित है? नौकरशाहों को अपने मान मर्यादा का ज्ञान कब होगा? झुकने से पहले मर क्यों नहीं गया??

Housing Policy mainly aims at selling dwelling units to one particular group of people. Where as any area that needs to be developed as a residential area should have infrastructures like markets, schools, hospitals, offices residential premises for other category of people with adequate water, electric supply, and parking space. Other important aspects of urban planning to are waste disposal systems in an environmental friendly way There has been no planing

The recently constructed and allotted 1BHK flats of DDA are too small for someone to live in. These are simply waste of precious land, money and materials. DDA should construct flats that can be used as homes.

Housing policy at present is totally focused on purchase of house. However, a large chunk of population lives in rented houses out of their job necessitating shifting or in early phase of careers. Rented houses should be included in House for all. IT exemptions in Sec 80GG should be hiked. This will also encourage disclosure of rent income by landlords. Brokers buying multiple dwelling units for profit should be controlled.

A report in Economic Times showed that many people who purchased property have kept it lockd. This should be discouraged. Policy in real estate should be made in such a way that it encourages end users and discourages speculation and investment. Incentives on loan repayment should be given only for self occupied house, those who buy property as a source of extra income should pay tax while homeless should be given more incentives

In cities, all over India , the vehicle maintenance need to monitor. all the vehicles going with the smoke only. Some awareness should be spread for pollution free air.

The citites, real estate grows like the land field are converting in to buildings. This should be avoided. Cities should be planned and then construct. I can see whenever we are travelling lots of lands are there.. may be call it as tharisu nilangal. That be converted in to housing purpose/industrial purpose instead of land fields. Something need to think through instead of land fields. Regarding pollution, cities vehicles should be checked. otherwise the cities are worst polluted.
