The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

Recent history shows that we have taken our ancient cities and let them grow to the point where the old city is dead,murdered and plain uninhabitable. Mumbai,Pune,Delhi are good examples.

In future ALL OLD CITIES likely to witness growth should FIRST DEVELOP A RING ROAD about two kms from the current borders of the city.

NEXT all new growth should be outside this ring road. THIS will ensure that the old city remains habitable and new growth is planned !

Idea:SMARTCITY USING SMARTROADS
Concept:Take single turn & reach destination.
Steps:
1.Distribute residential/commercial areas into square shape sectors(like in Noida)
2.At each crossing(i.e. chowraha), make 3 layers
2a)Make flyovers in N-S direction(TOP Layer)
2b)Make N-E, E-S, S-W, W-N turns(MIDDLE Layer)
2c)Make underpass in E-W direction(LOWER Layer)
Adv:
Less(Travel time,Signals,Fuel Consumption,Pollution)
Signal-Free upper/lower layer,1-signal for S-E & N-W traffic flow

Similarly multi layers Road raised on pillar from center verges of the congested area can also made in cavity form at every layers so as to provide all necessary Services utilities through the respective cavities on the layers of the roads? The heavy trafficking should be at ground and lighter on additional floors of the roads layers ? Hence by this methods of one time investment the traffickers congestion should be taken Care and fuels consumption shall also save a lot of foreign exchanges ?

The cost toward Roads Infrastructure within city limits are very huge ? And every year the budget allocation at this account is infinitive ?Every budget the public money is wasted by digging and relaying the Services utilities all the time ? In addition to the Development plans for the units of planned Township ?The State Government or even economic sound Municipalities should be made permissible to take part in bidding for any raw materials required for Self Generation of Electricity for their respective States ? This is to cut the the marginal costs of the middle man and directly benefits transfer to the people ? The National Government should also come with schemes such as "Hire Purchase Schemes" for Housing and Industries ? So That youth of the country may go ahead with clubbed schemes for Self Employment cum tension free accommodation in the localities of their jobs of their choices on minimum displacements to their Native places ?which in return they would be esay to make arrangement of security og their land parental properties to add to their livelihood, prosperity and safety to their wards & Paren

Dear sir: If you are going to draft any policy on urban Housing and Habitat 2015: The Government has to be sure of any pockets they are going to explore for such an expansion ? There should be Manufacturing hub also within circumference of 10 km for jobs ? And Services utilities and employment oriented businesses opportunities too ? To meet the livelihood to the populations necessary entertainment and sports complex are also needed to be designed ? Per Township of 2 lakh people Municipalities ?
