A pole can be made which will consist of solar panels at it top which absorbs the sunlight and will be stored inside the pole, for which a battery can be installed inside the pole. The stored energy can be used for; (a) traffic lights can be installed in this same pole itself, so this energy can be used to light this traffic light. (b) electric vehicles needs charging ports which can be attached with this pole and the stored energy can be used to charge the electric vehicle....
This is an idea.. but several challenges are there like while raining days and night, the solar panel cannot be worked so we have to find solutions....

4 Strong infrastructure has been promote electric vehicle at large scale.
5 A mass level promotional campaign has been started for promote electric vehicle .

There should be enough EV charging stations .
