1. Make importance on public transport. Reduce the maximum number of private cars somebody can own.
2. Reduce horn/siren noise loudness. You may add a volume control on the car horns.
3. Wheelchair accessible ramp in each cars.
4. Make the cars colourful and cute looking.

Make it cost effective by providing subsidies or reducing manufacturing cost. Second, provide facilities related to EVs like charging station and easy access to repair shops. Third and formost make them better both in quality and average so that people choose EVs over normal vehicles.
