Adding to the comments given by everyone, please put all ongoing work for building smart city into public domain. All H-D citizens should be able to track on going work.
You can form group of interested people and assign them a monitoring task(Ex: Construction of Garden). This group will work with government officials. This approach will definitely makes difference.

I foresee Hubli-Dharwad is one unique city in this country which is poised to grow rapidly in next 10 years with Global/UK investment lined up in this region in the near future. For well-qualified skilled talent to reside,HD has to get good roads,water,100% UGD system,vehicle/car parking solutions, solid urban infrastructure, hygienic residential neighborhoods and finally the most clean and green environment.Above parameters are the strong fundamentals for a true smart city by global standards.

First of all the citys must be cleaned. And before the construction of any new buildings its design must varified by gov engineers its smart enough or not. old buildings can be reconstructed with permission of owners(upgrading structure). solar energy must be used.
