Tourists don't visit Panaji City for it's infrastructure. Making the transport smarter and convenient will add-up to the beauty of this city. Developing 'Concrete Jungles' will just change it's identity. Aspects like, smart signals, vehicle tracking system are the essentials to make Panaji the ideal smart city.
Promoting local businesses and adventure sports, developing some Unique Fun Clubs like Snow World for other sports which are not available currently in Goa will add the greatness.

Goa needs to continue being an "Urban Village" instead of becoming a "Concrete Jungle" like other metros.
Weekly garbage collection & composting of organic waste. Currently no way to dispose household garbage so residents burn their garbage including plastics.
Traffic rules enforcement. Roads are narrow in the interiors but that doesn't deter rash driving. The Goan reported that there are only 2 traffic lights in the entire state one at Porvorim and the other near Dabolim.
