The population of Chandigarh Urban Complex (CUC) comprising Chandigarh, Mohali and Panchkula has been growing fast at a rate of over 5% per year in the last decade. There has been a phenomenal growth in the population of vehicles as well especially the two and four wheelers in this period and their rising use due to rising household incomes. Chandigarh has the highest per capita income in the country. Besides nearby towns are also growing fast and have large traffic interaction with the Chandigarh. In the absence of adequate and quality mass transport system, people are using the personalized modes which is not only leading to congestion on road network but also increasing environmental pollution.

A memorandum of understanding (MoU) was signed among the Governments of Haryana and Punjab, and Chandigarh Administration for the formation of Greater Chandigarh Transport Corporation (GCTC) on Thursday for developing a comprehensive integrated multi-modal urban and suburban commuting system for the Union Territory and surrounding areas in the states of Haryana and Punjab. Also the administration has been working to develop cycling tracks all over the city.

However the citizen participation is very much required to frame a integrated and detailed urban mobility plan for “City Beautiful”. So, the Chandigarh Administration hereby invites ideas, views, opinion and suggestions from the residents so that the objective of “Smart Urban Solutions” could be achieved.

1) First of all, segregate the slow moving traffic with high moving traffic. a) Create Cycle tracks along V1, V2, V3 & V4 roads. b) The exit & entry point of cycle tracks should be linked with zebra crossing. It will make sure that cycles are not coming on rotaries or on road intersection (same was implemented at Sector 32-31 & 29-30 crossing, good implementation) 2) Make Lane driving mandatory. 3) Create proper markings on road (use rumble strips to mark lane.)

There is need to pay particular attention to road connecting sector 17 Inter State Bus Stand to Mohali. This is very busy and hence overcrowded. Creating over-bridges across the traffic islands on this stretch N-S, and similar arrangement on parallel road to its west S-N may help in smooth running through entire Chandigarh city. Similarly there exist more than one road connection between Mohali and Chandigarh. One way traffic may help here as well. Between Panchkula and Chandigarh as well.

Without delay, Traffic light points need to ensure 'Right Turn' lights glow before 'Going Straight' green indications. Smoother traffic flow will take place. Next there is need to consider making major E-W roads as one way traffic. For example the Madhya Marg be made W-E. Since all markets are located on the left of this road. Uttar Marg may be made E-W. Connection between residential areas may be established by intervening roads. Likewise Dakshin Marg and Mohali road be made one way!

a) Create wide, leveled and even footpaths for people to walk easily without any obstructions (e.g. Hawkers, exposed pipes and tubes, Transformers, Phone DP, Shop encroachments etc). b)Make the city cycle friendly, by clearly demarcating separate lane for it c)Create a free cycle/bike sharing program to encourage cycling Properly designed bike path & footpaths augmented with bus stops and metro stations help greatly in reducing congestion.

Metro is a good and proven solution to motivate the population to travel in public transport. It is safe and fast mode of transportation. To curb the excessive use of private vehicles we can also impose congestion charges; the way it happens in London city but for that we have to develop an efficient and convenient means of transport.

Please immediately Ban Usage of Polythene Bags atleast in APNI MANDIS ( Weekly Vegetable Markets in diffrent sectors) and Sector Markets if at all we want to make any improvements in Sanitation. Start Educating Market Shop Food Shops to keep their frontage clean that will solve 50% of the problem atleast on sanitation.
