Planning Commission was made to ensure that the targets were achieved post independence. The working culture of the Commission should have changed long back once agricultural independence was achieved. As of today the Planning Commission is only policy making body with a huge number of Civil Servants and other brains who can be used for better utilization. The name can be self explanatory as NATIONAL COUNCIL FOR DEVELOPMENT, and it should be empowered with enforcing the policy which it makes.

Sir , first thing u have to do is that with the help of state government you should divert your attention towards the villages infrastructure development. Like roads, give adequate water at the time when it is required not for full year. And put factories at small places so that they can also be a part of development. Is it so hard that you cannot do in 5 years I don't think so. please help the poor they are looking at you with lots of hope.

Plans should quickly move to execution phase. There should be specific defined timelines and responsibility with accountability attached.No point in having committees whic keep only discussing and waste public money with no progress to show except for unwanted TRP for news channels. Pls plan for sustainable development of India

Its is a cycle- Planning, Implementation, Monitoring and Evaluation - review than planning.again. We need to have separate independent agencies for each not just one overlord presiding distribution of fund allocation and fudging data for window dressing. It should be part of our work culture from bottom upwards. Each project and scheme should have a proper plan complete with economic and financial viability, technical and social feasibility etc. These may be rated, classified and aggregated.

Structure: Head of Institute has to be PM
Members: 1 from each state non Bureaucratic. Most preferred are retired successful corporate heads, social activists. Candidate selection by election without party tag.
Areas of Functioning : Economic development, Social development, Reforms in all sectors
Plan of work: Detailed planning till execution unit can just apply without much of thinking to expedite implementation. Accountability to rest with concerned bureaucratic head of sector.
