PLANNING COMMISSION SHOULD BE RENEWED AS :NATIONAL RESOURCE &DEVELOPMENT COMMISSION OF INDIA:TO HAVE THE EXISTING IFRASTUCTURE WITH DIGITALISED OPERATION RREQUIRING LESS BUT MERITORIOUS QUALIFIED PERSONS&EXPERIENCED PERSONS FROM DIFFERENT RELEVANT FIELDS.EXCESS STAFF MAYBE GIVEN VSS /VRS OR SHIFTED.INDIA SHOULD LOOK INTO WORKING SYSTEM OF ADVANCED NATIONS AND EVALUATE ON WEAKNESS &STRENGTH TO MITIGATE OUR WEAKNESS.PARLIAMENTARY DISCUSSIONS WOULD RENDER ACCEPTABILITY TO SYNCHRONISE STATES.
(पिछला भाग निचे की पोस्ट में है) अगर अधिकार को जनता की ओर केंद्रीत कर दिया जाय तो सरकार और सरकारी अधिकारियों की जवाबदेही जनता की ओर हो जायेगी जिससे उन के मन में भ्रष्टाचार न करने का भय उत्पन्न होगा। कुछ क्षेत्र जैसे कि रक्षा, रेल, सड़क, विदेशी मुद्दे, परमाणु ऊर्जा, आदि जो संवेदनशील हैं और जो बडी आर्थिक सहायता के बिना ससंभव नहीं उन के अधिकार केंद्र सरकार के पास ही होने चाहिए। और कुछ क्षेत्र जैसे कि बाँध उर्जा, आदि राज्यों की सरकार के पास होने चाहिए।
सारे अधिकार इस समय उपर से नीचे की ओर हैं जैसे अगर पंचायत गांव की जनता के विरूद्ध कोई निर्णय ले तो उसे तत्काल रोका नहीं जा सकता क्योंकि गांव की जनता के पास अघिकार नहीं है अगर होता तो तत्काल पंच को बदला जा सकता था। इस डर से पंचायत सदा गांव वालों के हित में काम करती लेकिन एसा नहीं है। इसी प्रकार ग्

The Institution for replace planning commission should bring out mathematical model for every problem. Talented/skilled campus selected youths must included. Every problem practiced/tested on basis of mathematical model and should bring out the merits and demerits. Then after implemented. Perfect outcome to be known before implementation. Individual/group performance or competition between individual/group shall be performed for better outcome. Grading or degrading done to retain competition.
The process should be that a year before the new planning period, inputs should be taken from the general population, experts across sectors geography wise. 3 months for such feedback, another 3 months for the state committee to take out priorities, create a state plan and share it with central team. Central team, in the next 3 months to create the draft plan state by state and on some points center and share it back with states. Freeze the plan post dialogue with states and release it.
The entire planning process should be broken into short term and long term. Long term should be of 5 years, which is typically the tenure of an elected govt. Short term however should be the 5 year goal broken into yearly achievable sub goals. So that work to be done is evenly spread, and progress can be monitored right from the beginning. It should have a window, of not more than 2 years to alter the main goal. After that it should be frozen for entire 5 years.
Change of nomenclature apart, the Planning Comm had representation from the govt and bureaucracy. In the new format, it should have representation from all the 3 key driver sectors, agriculture, services ad manufacturing, esp from private sector as much as from ministry and bureaucracy. It should also have state based representations as each geography will have different challenges and needs. This could again be a microcosm of the larger body that exists at the center.

Also in order to make the new institution more effctive and successful it should be ensured that there is a proper coordination between the centre and the state. This can be achieved by creating various offices of the new institution at central, state and regional levels and ensuring proper cordination between them. Also this institution should have experts apponted by central as well as state govt. And there should be meetings and followups at regular intervals.
