The planning should be an open source project in which people can get what they want not the government. There should be an active feedback mechanism system in all govt institutions and departments and planning should be done by top officials of the respective ddepartments . govt should make the system in which any person can complaint or suggests any changes directly to to the higher authority .

out of 1826 days, about 200 days are already over. this decision to re-vamp planning commission is badly delayed and does not give good indication of decision making and work culture, within PMO or within cabinet. Unless new body is able to generate economic growth and revival and create at least 5 crore jobs in 2014-2019, it will be difficult for BJP to win 2019 lok sabha elections. high tide of modi ji is on, but low tide may begin earlier than expected. people want results in economic terms.

In my opinion it can neither be 'Top Down' or 'Bottom Up' approach in planning. Planning is a continuous process in which 'Top Down - Bottom Up' approach keeps getting repeatedly in an iterative fashion. Each iteration helps refine the plan and it goes on endlessly and the plans keep getting updated as per the actual progress of implementation of projects and emerging environmental needs.

Formation of different think tank groups. Each group will have a specific task and the members are from different walks of life with expertise in the field. All think tank groups are chaired by PM the Chief Executive of the country. A Co Chair will brief the chair.The next level in descending order is committees followed by sub committees. that will coordinate planning and implementation of each task. Success is possible when world is aiming for six sigma and India thinks of 'ten sigma'

State centre coordination samiti should be answer for planning commission.

regular planning functions like financial allocation & annual plan should be systematized with transparent rules for fair distribution. Individual scheme allocation should be stopped and lump sum allotment should be done to states. Actual planning should be done at parliamentary constituency level and regulated by state as per local requirement. Center should focus on overall policy and plan for national services like ports, airports, defence, communications etc.
