Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

Planning Commission must be disbanded. 1. The functions of the planning, monitoring, review and evalution must be transferred to the Government Departments . The Chief Secretary of every state will be the administrative head for each state. responsible and accountable. The chief minister will be the political head. The buck ends with the chief minister. Similarly the buck ends with PM office.

The planning commission can be replaced by a team called the government readiness group. The purpose of this group can be two folds - 1. to act as a consultant to the ministries, judiciary, and the security bodies, and 2. to provide information and tools to improve the effectiveness and efficiency of these bodies. The governance readiness group needs to have clear, measurable, and focused goals and operate as a business with public scorecards and results.

In the current scenario, I believe, a person like Arun Shourie - with huge intellectual capacity, hard working nature and in-depth & sound understanding in the fields of Economics, Social, Political, Cultural History of India - is best suited for the Deputy Chairman position in this new Policy Think Tank body. He is honest, thinker, reformer, worker and patriotic Indian by heart. If not him, someone like these qualities should be appointed to give India Development Policy direction it needs.

The Executive Team of this new Institution thus can be utilized for developing consensus among Union Government and State Governments on development and other policy issues that require Centee and States to work together to evolve/adopt an All India Vision and Policy Approach towards Development & Governance.

Executive Team, headed by a Director, It could act as Secretariat to National Development Council (NDC) which consists of PM, Cabinet Ministers and CMs of States and representatives of UTs. As Secretariat, it can bridge the Centre and States and help reviving and energising the NDC which currently is just for name sake.

It may also work on policy making and policy guidelines/standards for governance and development at Center and State level in various departments from time to time on need and priority basis to ensure Good Governance.

It must publish reports highlighting strategic policy issues require attention by Union and State Governments to impinge on Governance and Development Issues to take the nation forward. It needs to critically analyse all important national policies impacting Social, Economic and Infrastructure Development paradigms and policies to suggest changes required or new policies and paradigms to achieve the desired objectives of the GoI for India’s development and ensuring Good Governance.

Role of the Board: It should act as premier think tank to PMO in suggesting nation-wide development and governance policies for Central ministries and departments. It’s role should be “Think and Advise not Plan” development programs as previously done by Planning Commission through its Five Year Plans.It must publish reports highlighting strategic policy issues require attention by Union and State Governments to impinge on Governance and Development Issues to take the nation forward.

- Name: Development Policy Council/Board (DPC) or Development and Governance Board/Council (DGC/B)
- Structure: A Board consisting of PM and 6 to 8 members supported by Executive Team which is headed by a Director.
Board : PM as Chairperson + 1 Deputy Chairman + 5-7 members from fields of Economics, Infrastructure/Urban Development and other Social Sciences and at-least one from Engineering and Science background, and Director, Executive Team as Member Secretary to the Board.
