I sincerely believe that we have planned enough during last more than 6 decades. We would now need a Implementation Tracking Commission with proper Project Management and Project Tracking skills. At any point in time we should be able to see summary of "Projects on Time" and "Project behind Schedule" so that proper steps can be taken by appropriate authority. Also this can help in dynamic change of any proposals at a very early stage if conceived inappropriately.

Should prepare the project specific hierarchy e.g. Coordinator , Assistant Project Manager , Manager, Supervisor. This will save the time, energy and money. Give more responsibility and power to the persons who are experts in that field and these persons are under observation of Head of the Governing Department.

Power,agriculture,employment generation,infrastructure,manufacturing sector,linking of rivers,sanitation,health and higher education are important for the overall development of the nation. So the govt can form group of experts under each of these sectors.
