There should be a contact/inquiry button for every group/task. So if someone have any question or having some problem in submitting task, they can have way where to go. I am not finding this option right now in the group.
Also launch mobile app of myGov ASAP to reach more mass and to get more participation.If someone want to give suggestion then there should be specific forum for that where Gov personal will reply, so people get touch with Gov.

How - Last bid will be filled by this person with small paisa lower then the lowest. This practice is regular in all department in India. That's why products which are purchased are higher in cost then in market and their strength is weak then available in market - lower quality
