Its great idea but it should valid at international level like passport or else within country it will be limited use.

We needs to have a single and unique number for each citizen of India and that number should indicate the complete address and identity details of that citizen which is possible to use a smart chip card so no need to carry many documents like UID, Adhar, Voter ID etc....this unique card can serve all the purpose for which above other cards are being made for... we can make use of single card for many purpose.
