The Department of Telecommunications had requested the Telecom Regulatory Authority of India (TRAI) to furnish its recommendations on ‘Spectrum uses charging for Internet Service Providers (ISPs) and floor level of AGR based on amount of spectrum held by Commercial VSAT operators’ under section 11(1) of TRAI Act, 1997 as amended.

In this context, TRAI has prepared a consultation paper raising specific issues viz. rates of spectrum usage charges (SUC) based on adjusted gross revenue (AGR) for ISP licensee, minimum AGR for ISP licensee and VSAT licensee, allied issues like schedule of payment, charging of interest, penalty and other related issues. The Consultation Paper on ‘Spectrum Usage Charges and Presumptive Adjusted Gross Revenue for Internet Service Providers and Commercial Very Small Aperture Terminal Service Providers’ has been released on 19th August 2016 for comments of stakeholders and also uploaded on TRAI’s website (www.trai.gov.in).

The written comments on the issues raised in the consultation paper are invited from stakeholders by 13th October, 2016 and counter comments by 27th October, 2016.

Yes it should be at one time. Save cost resources and also inconvenience. Will help from small time political parties from giving freebees to bribe voters for personal gains. This trend of distributing free has ṭi stop started by Kejriwal and Jayalalitha. Playing with Indian mentality of getting free. One day one election thru out the country.

spectrum is not a abundant natural resource. Y we shall sell it cheap after not compensating defense say by market price x 5. it looks like govt is for companies not for public. why there should not be permanent equity earning on the lease ( not sale ) each year from the leasee. we can create benchmark encouragement for the companies so that govt earns more each subsequent year. n allocation shall shud be dynamic - as per customer base and service of previous year

The spectrum charges should be kept low, so that the benefit in turn can be transferred to the final consumers in form of low call and data rates.

JIO is making the fool to the poor people and government as they are only providing the services to the people who have Android handset where the person has to download the app than where we have to apply and after 24 hr on that app the unique code will be send after that the sim and till dec2016 voice call and internet will be provided free as the poor people must be having s40 window etc but not android so i request you to provide the service to all the poor people of India and take action

All elections need to be held together. Only then will the true reflection of people's aspirations be reflected. No more stalling of one house by opposition as well as the ability to pass legislation easily . Of course opposition will always be able to highlight shortcomings on the floor. Another major benefit will be reducing the cost of elections and the indirect benefit of no loss of mandays. Decisions will no longer be on populist lines but with long term interests of the country in mind
