My suggestion is government should started three digits toll free number for disaster affected peoples and person can able to call that number in emergency call only mode because at time of disaster all the networks are down and developed satellite technology for that toll free number it work at time of disaster and that toll free having system to giving message to all emergency services like fire bridge , abundance , police , special force ,medical services and disaster management team.

i think hybrid method of PPDR is best suited in the Indian scenario, considering the spread of people across densely populated urban areas and thinly populated rural areas. in this manner commercial spectrum can be shared in a rural area and dedicated spectrum can be had in an urban area. this is a win win situation for all concerned
