The growth of Internet penetration in India and realisation of its full potential is closely tied to the proliferation of broadband services. WLANs created using Wi-Fi technology can be used for extending the "last-mile connectivity" of broadband connections to a wider segment of users. Wi-Fi networks can offer affordable, scalable and versatile technologies that can facilitate the spread of Internet access in rural and urban areas alike.

It is felt that Wi-Fi hotspots can be proliferated in every nook and corner of the country and it should be possible to set up such hotspots by shop owners and unemployed youths. Such a model will work much like a Public Call Office (PCO) with the advantage that the operator of the Wi-Fi hotspot will not be serving the customer physically as all the transactions will happen electronically. ISPs will also be encouraged as there will be an increased consumption of data by the public. The model will also provide a boost to generation of employment in the country.

The objective of this Consultation Paper (CP) is to examine the need of encouraging public Wi-Fi networks in the country from a public policy point of view, discuss the issues in its proliferation and find out solutions for the same.

In this paper, “public Wi-Fi networks” has broader meaning and not limited to the Wi-Fi hotspot created by licensed TSP/ISP at public places. There could be small entrepreneurs or even a very small entity which would like to participate in common and shared Wi-Fi network for larger public use.

The CP raises the issues of various regulatory/licensing or policy measures required to encourage ubiquitous city-wide Wi-Fi networks as well as expansion of Wi-Fi networks in remote or rural areas. The CP also touches upon interoperability between the Wi-Fi networks of different service providers as also between cellular and Wi-Fi networks, frequency bands, payment and authentication procedure to access Wi-Fi.

This could be the next big self sustainable business model for under/unconnected places, just as PCO's did back then, this model could do the same with internet connectivity. Common people, not just ISP's , could commercialize and get benefited from their high speed internet connection. Speaking of Wi-Fi's, the current generation has very well shown how fast it can absorb and utilize the tech of smartphone, without even formal schooling. So it is very safe to assume the same for wifi internet.

When we are talking about internet let me tell you there is still some village's where there are no signal of any operator even Bsnl does not provide services.even if services are provided Signal are too weak so there are no such services of internet.when we have to fill a form of any job we have to go 7 to 8 km from home so first these problems should be resolved then after we can improve further problems on internet .first infrastructure should be build in small villages for resolving problems

In the present Digital world, for DIGITAL INDIA TO SUCCEED & TO EMPOWER ALL AAM AADMIs TO UTILISE THIS SERVICES without much going to Govt. offices-by wasting time, energy & money, GOOD WI-FI SERVICES IN ALL PUBLIC PLACES, MUCH FASTER INTERNETS BY MANY TIMES SPEED WITH DRASTIC REDUCTION IN CHARGES / RATES IS NEEDED. Also, this Govt. HAS TO GIVE MORE IMPORTANCE / MORE BENEFITS TO "COMMUNICATION STUDIES" IN COLLEGES / STUDENTS.

1) PCO model of operation is great idea, but as most of the operators in villages should be backed by qualified technician if there is service breakdown.

2) As much as possible, this model should be linked to bank accounts, to reduce the cash transaction.

3) Prices of data / usage should be reasonable depends on the area of service.

4) C.S.C should give free training to villagers to know how to make use of this wifi services.

5) Virus issues should be tactfully dealt.

Sir I would like to say that people in big cities are always very eager to buy new and latest mobile handsets. So the older phone is left useless, so I suggest that if there would be a program to donate older phones to any government entity then government can use those phones to create wifi platform in villages and far flung areas

Why some powerful and mighty are given unknown mobile numbers i.e their mobile number is not displayed on the call receivers mobile. This is being misused in several instances . It is an obstacle in transparency and equality. It shall be discontinued and all no. shall be displayed.
