Telecom Regulatory Authority of India (TRAI) has issued a consultation Paper on Review of network related Quality of Service standards for Cellular Mobile Telephone Service.

In the wake of phenomenal growth in cellular mobile telephone service, technology changes that have taken place in the recent times and increasing concerns of consumers relating to Quality of Service perceived by them, there is a need to review the Quality of Service parameters and benchmarks so as to streamline the monitoring of the parameters, its measurement and the regulatory framework. This could lead to better Quality of Experience by users. With these objectives, the Authority has released a Consultation Paper today for initiating a consultation process to review the network related Quality of Service standards.

This consultation paper describes the various parameters and respective benchmarks for assessment of Quality of Service of 2G and 3G networks. The Authority seeks the views of the stakeholders as to how to bring about changes in these benchmarks and possibly add parameters, if required, to improve the Quality of Service experience by the customers. It also envisaged to add relevant parameters for 4G/BWA services also, in view of their deployment in the network. The consultation paper seeks to know from the stakeholders as to what will be the appropriate way to calculate call drop rates through meta data analysis of CDRs. The mechanism of imposing of financial disincentives in case of below the bench mark performance has also been raised in this consultation paper.

Last date for submitting the comments is 16th September, 2016.

Use Standard codes among all service providers eg *121# for balance...*123# for last recharge etc . Use Standard charging amt eg Rs 100 for max talktime,, Rs110 for max data. .. etc. It makes easy recharge much easier

the price of companies for different internet are different but the services are same i.e. Worst . I want to major focus on IDEA . IDEA is worstest company service i have experienced . they deduct the money automatically , and sometime i call to customer care , they people does not have any way to talk to customer . Eg- " kaa baat hai bhai " which means what do you want ?, like this they talk like villagers . so normal companies which actualy not irritates are vodafone and airtel .

Dear Sir, Call Drop is major issue and automatic payment deduct is also major issue for example In village people is not familiar handset feature he is interested only call receive and dial but due to some option button press deduct balance if unwanted sms service disable then important message also disable like kisan weather report. Other example children play game on mobile next stage join required doller option pop up if yes then balance will deduct

As The current situation of Mobile network in India there is a shame for evefy Indian citizen because the mobile network service is almost worst and critical specialy the Internet service whether its Public or private service provider. So #TRAI should interfere upon the critical Service of mobile Internet services specially in the North East Zone i.e Assam (Barak Valley) where people suffering from the worst network service of any network. #TRAI should also abolish the STD system.

As GST comes "One Nation,One Tax", TRAI should also mandate to all Mobile Service Providers(MSD) to provide services on "One Nation,One Plan" basis i.e. No roaming all over India without any additional charges and Local/STD concept should completely abolish.
One of the major reason of call drop is counter of radio waves of various MSD networks. TRAI should mandate to share network with other MSD due to which air pollution will reduce and MSDs will also save heavy renting & Infra expenses.

I am an NRI working for a US based company.Pricing model here is different. Per month pay a fixed price for unlimited talk text and data.Here quality is measures by the reach of the network coverage where its is open on internet coverage map for all service providers. So the competation would bring in more standard and people would use zones appropriate.
