The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

The last date for submissions on this forum is 3rd June, 2020.

प्राचीन काल से ही,भारतीय हथकरघा उत्पादों का कार्य किया है स्वदेशी अपनाओ हथकरघा वस्‍त्र और हथकरघा बुनकर भारत की समृद्ध संस्‍कृति, विरासत और परंपरा का एक अभिन्‍न अंग है। इसके अलावा, सकल घरेलू उत्‍पाद और निर्यात में एक महत्‍वपूर्ण योगदान देने के साथ साथ मनुष्‍य की बुनियादी जरूरतों को पूरा करने के लिए यह उद्योग शहरी और ग्रामीण क्षेत्रों में लाखों लोगों को प्रत्‍यक्ष और अप्रत्‍यक्ष रूप से रोजगार प्रदान करता है। बेरोजगार कम होंगे

Suggestions to strengthen handloom
1. Provide online marketplace for artisans
2. Provide outlets in every city, town, village where handloom products are available
3. Diversify and scale up the products created from handloom with innovative product design
4. Market, promote, endorse handloom nationally and internationally
5. Mandate its use in govt depts
6. Support weavers with raw material and assured buy back of products from them
7. Provide incentive to businesses that use handloom

India Gov't all Indian public request to say all Gov't and private sector medical services department and doctors, hospitals to do health check up and corona testing all India places and Indian public free of cost so then can improve all India and Indian public.

Please provide support and basic amenities to weavers and artisans during this pandemic.
Much is written about migrant labourers but nothing about weavers and artisans who are silently suffering. Please give them raw material and a platform to sell their goods directly to consumers as soon as possible.
They fly the flag of India's beautiful traditions high and give us a unique place on the world map..please do not ignore them

Handloom is the largest rural employer after agriculture and must be revived in a big way to boost rural economy. Our weaves are unique and beautiful and a source of national pride.
Please promote and market handloom actively within and outside India.
Please provide weavers with a platform to directly sell to consumers so that they get the price and recognition they deserve.
Please provide raw material, credit, basic facilities, and support and protect rights of artisans

प्रत्येक रविवार को सभी भारतीय लोग हथकरघा और खादी के बने कपड़े ही पहने। अगर मोदी जी यह अपने मन की बात में कहते हैं तो इसके आश्चर्यजनक परिणाम होंगे। भारत में रविवार को "खादी दिवस" के नाम से बनाया जाना चाहिए।

हम प्रधानमंत्री जी की बातो से सहमत है कि जैसा उन्होंने कहा है कि स्वदेशी अपनाओ तो हमे यह ध्यान रखना चाहिए कि हमरे देश में जो हथकरघा के जरिए को भी हमारे उपयोग के लिए बनती है हमें उन्हें अपनाना चाहिए ओर कुछ जगह जो सरकार के निर्देश अनुसार होती है वहा खादी को बड़ावा दिया जाए जिससे की हमारी देश की अर्थव्यवस्था में सुधार तो होगा हि साथ ही रोजगार के अवसर बढ़ेंगे धन्य वाद।

Importance and various uses / positive sides of using khadi should be highlighted. Leaders and Bollywood actors, actresses, prestigious persons should use khadi as people follow them to great extent. Youngsters should be given information about it. Indian khadi should be a brand recognized by all. Khadi organization should be given boost by Central, State and Local government.

Handloom sector has to compete with the INDIAN machine made textile sector, which is highly developed and organized. Highlighting the old values only is not enough.

We need to highlight the "Value for Money" to customers by highlighting the USPs of Handloom- Comfort, ease of wash and try to make it a status symbol for the upper class. The masses will follow!
