The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

sir, if we made it mandatory for school and college to make every students wear khadi made uniform, it will lead to higher consumption of it. moreover our youth will understand the value of our khadi products over Western dresses

Yes, I think this is the best time for weavers and also handloom sector to develop their market all over the county and also world because there is a huge shortage of PPE kit, mask, etc...which can be prepared by them and this would also raise their market and can gain profit at high level. This can also build this on global and domestic markets.

As Modi 2.0 government completed one year, we have to look into several dicisions to break the status quo to bring the country out from an era of indecisiveness and corruption. If it was not corona, country would have moved ahead at full throttle. Even at times of crisis, government stands firm with people to minimise damage by trying to help every segment and every people unmindful of some people who create confusion in the minds of people by raising irrelevant questions and doubts everyday

विद्यालयों में शिक्षा देने का भाषा एवं पाठ्य पुस्तक भले ही देश के अलग अलग राज्यों में अलग अलग हों परंतु क्षात्र और शिक्षक इनका कर्तव्य संपूर्ण देश में एक ही है, और उसमे भी एक बात का ध्यान देना जरूरी है कि दोनों में ही सादगी हो, मन से भी और आवरण से भी। इसलिए हथकरघा में बने वस्त्र देश के संपूर्ण शिक्षकों और क्षात्रों को धारण करने के लिए कहा जाये। जिससे शिक्षक पद और क्षात्रों की एक गरिमामयी और सादगीपूर्ण काया भी बनी रहेगी, और बुनकरों को बड़ा बाजार भी मिलता रहेगा।

Govt should work with well known Brands (shirts like Raymonds, arrow, zodiac & kurtis aurelia, fabindia) like to launch khadi cotton range. This will raise visibility of khadi , help improve quality hence increase income of weavers.

Government should appreciate the Weaver by providing them with facilities so that they can easily extend their work. Import of foreign textiles should be reduced so that our country's Weaver will get demand from citizens.

GOI may not be able to Ban imports from specific country.However small Policy change may impact at large scale for local manufacturers. E-commerce platforms should add a 3 filters in their Portals to help customers to select and buy the products manufactured in India. 1>”Made in Bharat”(foreign product’s Mfg in India) 2>”Products of Bharat”(Indian Product Mfg in India) 3> “Foreign Products”.I am sure that many people who would probably pay a slightly higher price to support local manufacturing.

It is said that lockdown was imposed early so that India gets time to prepare for the worst by strengthening it's medical and healthcare infrastructure. But as our history says, we never learnt from past mistakes. After watching India TV report on conditions of corona wards and how people are kept there with no care, dead bodies lying on beds and patients lying on floors and no hospital staff to look after them, it seems that lockdowns just delayed the inevitable. We have yet to see the worst
