Dear sir,
We should build our base right from the school and colleges. Govt should make compulsory Disaster Management courses in school and colleges, and , important point, should appoint new teachers for this purpose. This courses should not make an extra load to the existing teachers. Otherwise all efforts will be in vein.
Youth is the strength of the Society..
1) Awareness regarding Disaster Management & Mitigation in Schools & Colleges..
2) Opportunities give to youth for do programs for society about Disaster Management..
3) Create new Web Portal for who are interested to work for the society..
4) Elect the person or Responsible one Government Officer in Every District..
5) Give them training also..

Disaster management should be a subject in school and colleges. Build a trained team in the areas of first aid, food supplies, restoring basic necessity etc at municipal level which can be lead by an professional appointed by Govt or from the field of disaster management.
Disaster mitigation aspect should be a considered when any development work is initiated.

Use NYKS & Community Center network pan India to develop cadre & social people who are willing to work for the society. Professionalize them.
Lets make a Disaster Management training in schools as a mandatory action.
It should be a part of such as some basic training related to scout guide, army etc.
1)Govt must target atleast 1crore youth participation across india in 30+ States & UT, looking to Size of India and its 125 cr population.
2)For enrolling 1 crore Youth - Govt can Open Website for Volunteers Registration and also inform all Schools & Colleges of each state & UT.
3) All the Youth Registered with State Gov and CG can be given Unique ID and 2 days training in Schools & Colleges of How to Manage/Help in any Kind of Disasters

Role of Youth in disaster mitigation and management are immense and endless.
Central Govt with State Govt can do following to frame Team Work of 1 Cr Youth Volunteers to Manage and Help Society and Govt Agencies in managing Disasters
1 State Govt can have online Registration of Volunteers between age of 15 to 55
for Helping Govt Agencies, NGO's,Coordination etc.
2 Volunteers registered Village District City and State wise be given Unique ID No from Govt to create Sense of Belongingness.
I have seen in countried like New Zealand, which is very prone to earth quakes. Every one is prepared for the disaster. Schools are involved in doing mock exercise & are prepared to handle the emergencies. Councils ensure they keep people aware of do and don't of the disaster. I would suggest GOI should study globally how developed counties are doing disaster management. Take & implement the best practices across india depending upon the type of risk particular region within India has got.
As suggested by co- members at this platform I too feel that imparting training at various level viz. School, college & university will surely horn the skills of youth iro disaster management. I am happy to add some more points
1. For imparting proper training our NDRF can play vital role by providing input on disaster management to I&B ministry for preparing an advertisement, which will show easy and interesting visuals to all citizens, which will difinetely create strong awareness. Cont'd
