मेरा नाम लाल बहार है और मैं राष्ट्रीय मानवाधिकार आयोग में बतौर पुलिस उप-अधीक्षक कार्यरत हूँ। महोदय, आपने 2047 तक भारत को विकसित देश बनाने का संकल्प दिया है। इसी से प्रेरणा लेकर हम सरकारी कर्मचारियों ने भी इसमें सृजनात्मक योगदान देने का संकल्प लेते हुए देश के गाँवों में लोगों को प्रेरित करके जन-भागीदारी से निशुल्क अध्ययन केंद्र/ आधुनिक ई-लाइब्रेरी बनवाने की मुहिम शुरू की है। इस मुहिम में अब सैकड़ों कर्मचारी, विशेषकर पुलिसकर्मी जुड़ चुके हैं। इस क्रम में हमने अभी तक देश के सात राज्यों में 1600 से ज्यादा गाँवों में गाँवों के लोगों को प्रेरित कर उनके द्वारा ही जन-भागीदारी से अध्ययन केंद्रों का निर्माण करा दिया है। यह कार्य हमारी टीम ग्राम पाठशाला नि:स्वार्थ भाव से बिना किसी आर्थिक लेन-देन के कर रही है। हमने 15 अगस्त, 2027 तक देश के प्रत्येक गाँव में नि:शुल्क अध्ययन केंद्र बनाने का संकल्प लिया है। हममें से अधिकांश पुलिसकर्मी हैं और आपसे दो मिनट के लिए आपसे मिलकर आपका आशीर्वाद भी लेना चाहते हैं।
