This task will give wide range of domestic and global best practices that can be useful for the Government and industry leaders in several ways. Best practices that are seen as innovative can be implemented by the Government. Please also list the possible negative effects, if any, of the suggested approach. The doer of this task would bring to the table his or her passion and a fresh point of view that would make this a great opportunity.
I have suggested methods for creating small scale employment opportunities. Proud to be an Indian
Vocational training part of curricula for high school -Josephites, Placement policy to be extended to vocations - as in professionals, Education for guides - innovation, Social work for college students -NSS, create an exchange for basic trades -plumbers, electricians, labourers etc for free flow. Discontinue practices of doles. Identify cause of unemployment at skill exchange to place the personnel. Huge market for workforce but no jobs is a paradox to be neutralised
boosting manufacturing sector, setting up skill developing institutes, spreading broadband connectivity, erecting better infrastructure, better education facilities, better management of resources

Following are the best practices
1 development of spares and parts which are coming from abroad
2 we can make r and d institute for technology transfer in each section of industry, china is having almost 125 such institution which are involved in copying of product from usa/japan etc and make changes if required.
3. Government should put condition of installing energy efficient plant like in cement waste heat power generation is must for getting approval for cement, such condition for all
Encourage SHIPBUILDING ( just like the automobile industry) - with it comes along - steel industry , ancillary manufacturing units - the number of people qualitatively employed per project is enormous .
While respect all the best practices given by other forum members, I tried to add or highlight other areas where there could be potential job market. Hope this would Government to meet their objective. All the best!!!
Hereby I have attached a summary of 5 practices that is currently in practice in Canada and which I believe will help creating new jobs and keep the existing jobs within India
1. Internship (Government pays 30-50% of the salary)
2. Minimum pay ($11 ~= 600 rupees per hour)
3. Employees as shareholders (Even in government sectors)
4. Mandatory work insurance for any kind of work
5. More government funds for research based on new product development
